This hearing has been continued until to-day to have the members of the United States Employees' Compensation Commission appear and advise us as to the bills that have been presented-one by Mr. Burdick, one by Mr. Gorman, and the other by Mr. Perlman. (The bills referred to are as follows:) [H. R. 7690, Sixty-ninth Congress, first session] A BILL To amend the act entitled "An act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes," approved September 7, 1916 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 6 of the act entitled "An act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes," approved September 7, 1916, is amended to read as follows: "SEC. 6. That the monthly compensation for total disability shall not be more than $66.67 nor less than $33.33, unless the employee's monthly pay is less than $33.33, in which case his monthly compensation shall be the full amount of his monthly pay, except that if as a result of the accident the injured employee suffers total blindness of both eyes, or the loss or total loss of use of both hands, or of both feet, or is rendered not only permanently and totally disabled but also so helpless as to require attendance and care other than as provided for in section 9, the monthly compensation shall be increased to the full amount of the monthly pay: Provided, however, That the monthly compensation in such a case shall not be more than $100: And provided further, That such increase in monthly compensation above the 66% per centum of the monthly pay shall not be paid while the injured employee is receiving hospital treatment or for any period during which the injured employee has been offered and has refused hospital treatment without reasonable cause: And provided further, That in such cases wherein the Employees' Compensation Commission shall deem it necessary there shall be paid the sum of $50 each month for the services of an attendant for the injured employee so long as in the opinion of the commission such an attendant is necessary. The monthly compensation for partial disability shall not be more than $66.67. In the case of persons who at the time of the injury were minors or employed in a learner's capacity and who were not physically or mentally defective, the commission shall, on any review after the time when the monthly wage-earning capacity of such persons would probably, but for the injury, have increased, award compensation based on such probable monthly wage-earning capacity. The commission may, on any review after the time when the monthly wageearning capacity of the disabled employee would probably, irrespective of the injury, have decreased on account of old age, award compensation based on such probable monthly wage-earning capacity. R. 8530, Sixty-ninth Congress, first session] A BILL To amend an act entitled "An act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes," approved September 7, 1916, and acts in amendment thereof. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 3 of the act entitled "An act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes,' approved September 7, 1916, and acts in amendment thereof, is amended to read as follows: "SEC. 3. That if the disability is total the United States shall pay to the disabled employee during such disability a monthly compensation equal to 75 per centum of his monthly pay, except as hereinafter provided." SEC. 2. That section 6 of the act entitled "An act to provide compensation for employees of the United States suffering injuries while in the performance of their duties, and for other purposes," approved September 7, 1916, and acts in amendment thereof, is amended to read as follows: "SEC. 6. That the monthly compensation for total disability shall not be more than $150 nor less than $75, unless the employee's monthly pay is less than $75, in which case his monthly compensation shall be the full amount of his monthly pay. The monthly compensation for partial disability shall not be more than $150. In the case of persons who at the time of the injury were minors or employed in a learner's capacity and who were not physically or mentally defective, the commission shall, on any review after the time when the monthly wage-earning capacity of such persons would probably, but for the injury, have increased, award compensation based on such probable monthly wage-earning capacity.
