The Committee on Pharmacy was stricken out of the list.
Section 2 was amended to read as follows:

SEC. 2. "The Committee on Legislation shall consist of five members, and the Committee on Drug Provings of seven members. The term of service of one member in each of these committees shall expire each year. The Inter-collegiate Committee shall consist of two delegates to be appointed by each college represented in the Institute, and shall appoint its own chairman. The remaining Standing Committees shall consist of at least five members each, who shall serve for one year."

The following were added:

SEC. 3. There shall also be appointed each year Special Committees on Local Arrangements, on Transportation and on the Memorial Service, of not less than three members each. The duties of said committees shall be such as are indicated by their respective titles.

SEC. 4. The President, so far as these By-Laws require, shall appoint each of the committees provided for in this article immediately upon the presentation and disposition of its report.

ARTICLE VIII.-COMMITTEE OF PUBLICATION.

The Committee recommended that Article VII., Section 15, and Resolutions 20, 25 and 12 be embodied in Sections 1 and 2, as follows:

SECTION 1. The elective officers of the Institute shall constitute a Committee of Publication. Said Committee shall have charge of the publication of all papers, discussions, etc., referred to it by the Institute.

SEC. 2. No report or paper referred to the Committee of Publication shall be rejected, except with the formal concurrence of a majority of said Committee. All papers so rejected shall be returned to their authors by the General Secretary. Adopted.

Also, that Section 11 of Article VII. be transferred to this Article as follows:

SEC. 3. The TRANSACTIONS of the Institute shall be issued by the General Secretary, under the direction of the Committee of Publication, within five months after the close of the session, and copies

shall be delivered to those entitled to them, without individual ex

pense. Adopted.

Also, that Resolutions 37 and 14 and Rules 1, 5 and 2 be embodied in Sections 4, 5 and 6 as follows:

SEC. 4. There shall be published in each annual volume of the TRANSACTIONS: 1. A list of senior members arranged according to their years of membership. 2. An alphabetical list of members, including the names of senior members in CAPITALS. 3. A list of members classified by States. The list of deceased members shall

be revised and republished annually.

SEC. 5. The General Secretary shall furnish editorial copies of the TRANSACTIONS to the Homœopathic journals in exchange for their papers and publications.

SEC. 6. The Secretary shall send copies of the Statistical Reports to all societies, hospitals and dispensaries that make reports to the Bureau of Organization, Registration and Statistics.

Section 4 was amended by adding "The List of Members of the Institute since its organization and the Code of Ethics shall be republished every fifth year."

Section 5 was amended by striking out "the Homœopathic journals in exchange for their papers and publications," and inserting "such Homœopathic journals as are sent to the Institute in exchange." Also, by adding "and to other selected journals." As thus amended the three sections were adopted.

ARTICLE IX.-RULES OF Order.

The Committee recommended that Resolutions 19, 15, 43, 13 and 32 and Section 12 of Article VII. be embodied in the following: SECTION 1. The names and residences of all applicants for membership shall be announced by the chairman of the Board of Censors in open session at least six hours before their election is voted upon.

SEC. 2. The General Report of the Bureau of Organization, Registration and Statistics shall be presented in general session, and shall follow the Report of the Necrologist.

SEC. 3. Reports from Sectional and State Societies shall be called for in alphabetical order. They shall be made by duly accredited delegates in actual attendance, in accordance with a plan to be prepared by the General Secretary for the purpose of securing uni

formity; and special attention shall be given, in said reports, to events of unusual professional importance transpiring in the several States. The presentation of each report shall not consume more than five minutes.

SEC. 4. The time allotted to any Standing Committee for the presentation of its report shall not exceed fifteen minutes.

Section 1 was amended by adding after the word "announced," the words "in alphabetical order" and by striking out the words "the Chairman of."

Section 2 was amended to read, "The Report of the Necrologist shall be presented in connection with the Report of the Committee on Memorial Service."

Sections 1 and 2 were adopted as amended.

Section 3 was stricken out.

Section 4 was amended by striking out the word "standing," and was then adopted.

The following, recommended by the Committee, were ordered to be stricken out:

SEC. 5. No paper shall be read from any bureau or committee requiring over fifteen minutes, without unanimous consent; but an abstract of the same may be presented. (See Art. VII., Sec. 10; also Resolution 24.)

SEC. 6. Not more than half the time allotted to a bureau for its sectional meetings shall be occupied in the reading of papers, except by unanimous consent; and papers whose authors are present shall be given precedence in reading. (See Resolution 24.)

The next recommendations offered by the Committee were as follows:

SEC. 7. No report or paper shall be received by the Institute in an incomplete or unfinished condition, and no paper shall be published in the TRANSACTIONS which has been published previous to its presentation to the Institute, or which is not handed to the General Secretary before the close of the session. (See Art. VII., Sec. 8.)

SEC. 8. Sectional meetings of any bureau may be held at the call of its Chairman, provided such meetings be not held during the sittings of the Institute nor during the meetings of the other Sections, except as provided in the adopted Order of Business. (See Resolution 9.) Whenever any bureau extends its meetings beyond the time allotted to it in the adopted Order of Business, the Institute shall

not be obliged to pay for stenographic reports of such extra meetings. (See Resolution 44.)

SEC. 9. In all discussions no speaker shall be allowed more than five minutes, nor to speak more than once upon the same subject, except by a vote of consent taken in the usual manner. (See Art. VII., Sec. 13.)

SEC. 10. The election of officers for the ensuing year, and the determination of the next place for the meeting of the Institute, shall take place at 12 o'clock on Wednesday. (See Art. VII., Sec. 16, and Resolution 16.)

Section 8 was amended by striking out the last sentence.

Section 10 was amended by striking out "on Wednesday" and inserting "on the third day of the session."

The four sections as amended were adopted as sections 5, 6, 7, and 8.

On motion of Dr. Talbot, Section 3 of Article VII. was amended by inserting after transportation, the words "on resolutions and on business," and by adding at the close of the section the words, "All resolutions presented to the Institute shall be referred, without debate, to the Committee on Resolutions."

The Committee recommended that Articles VIII. and IX, be renumbered X. and XI. respectively. Adopted.

Also, that the former be amended by adding as follows: "except in such cases as require disciplinary action, when the Senate shall report to the Institute with recommendations." Adopted.

After

Dr. Fisher moved a further amendment to Article X. (new numbering) defining the course of procedure in disciplinary cases. some discussion the subject was laid over for future consideration.

A motion was made and adopted to amend Section 4 of Article IX. by adding the words, "No report shall be received from any committee except in writing."

The report of the Committee closed as follows:

In reference to these Resolutions and Rules your Committee offers the following recommendations:

1st. That those which have been embodied in our revision of the By-Laws be now formally rescinded. They are Resolutions Nos. 9, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 25, 27, 28, 29, 30, 31, 32, 33, 37, 38, 39, 41, 43, 44, and Rules 1, 2, 4, and 5. We also recommend the repeal of Rule 3, as it is covered by the report of the

Committee on Extending the Time-Limit of the Sessions; also that Resolution No. 42 be rescinded, because its object is better secured by the retention of Resolution No. 36.

2d. As regards those Resolutions which have failed to influence the action of the Institute or of its members, and have been a dead letter, and those others that have served their full purpose and are now no longer necessary to the government or work of this body, we recommend, not that these Resolutions be repealed, but that their annual publication be simply discontinued. They They are Nos. 1, 2, 4, 5, 6, 7, 10, and 11.

3d and finally. We recommend that the remaining Resolutions be continued in force and published from year to year as heretofore. They are Nos. 3, 8, 22, 26, 34, 35, 36, and 40.

The Institute then adjourned until 9.30 o'clock Friday morning.

FIFTH DAY.

JUNE 2, 1893.

The Institute resumed its session at half past nine o'clock A.M., President McClelland in the chair.

THE COMMITTEE ON THE TIME-LIMIT OF THE SESSIONS, reported through its Chairman, Dr. T. Y. Kinne, the following, which was adopted:

Resolved, That the Institute shall begin its Annual Session at or about the middle of the week, and continue as long as the work of the Sections requires, according to the judgment of the Executive Committee.

Dr. C. E. Fisher offered the following as an addition to Article X.:

SEC. 2. Questions in dispute, having a bearing upon the general good of Homœopathy, which may be brought before the Institute for review and judgment, shall be referred to the Senate of Seniors
