19 G. A., ch. 7, § 2, further amends this act by adding thereto the follow ing:]

SEC. 5. The general assembly to which a proposition tc Submission at amend the constitution has been referred by the last preceding special elec-general assembly, and which has agreed to such proposed amendment, may provide for its submission to the people at a special election for that purpose, at such time as the general assembly may prescribe, proclamation for which election shall be made by the governor, and the same shall in all respects be governed and conducted as prescribed in this act for submission of a constitutional amendment at a general election so far as applicable.
