THE SADDLERS' COMPANY OF THE CITY OF LONDON. UNDER the advice of Mr. Good, the chief clerk to the Commissioners, permit me to request the favour of your writing to me an appointment, where I may have the honour of laying before you most important information as regards the false returns made for several years past by the Saddlers' Company as regards the several charities or trusts in their hands. I have been one of the livery for nearly 40 years, and a member of the Court of Assistants for 15 years, and am prepared to support upon oath the information I am prepared to give. Soliciting an early appointment,

CHARITIES OF THE SADDLERS' COMPANY.

In reply to letter of the 7th instant, requesting an appointment for the purpose of making a communication on the subject of these charities, I have to inform you that the inquiry concerning them which I prosecuted under the direction of the Charity Commissioners has been concluded, and my report to them has been made, and I have no authority or jurisdiction to commence another inquiry without a further order of the Board.

If, as you state, you possess important information as regards the false returns which you allege the Company have made for several years past, the proper course will be for you to state in writing to the Commissioners the particulars of such false returns, specifying the dates, sums, and other items which should have been introduced, or which have been improperly inserted. The Board, with this statement before it, will be able either to direct a new inquiry founded on your specific allegations, or to call the attention of the accountant in whose Department the annual returns are deposited to the incorrectness of those returns and direct him to demand an explanation of the discrepancies you mention. Of course I need not add that a vague and general charge not definite and specific, as I have pointed out, cannot be, and ought not to be, made the ground of any such proceedings.
