ANNEXING ASA GATES AND JAMES M. CAMPBELL TO THE FIFTH SCHOOL DISTRICT, NAZARETH SCHOOL SOCIETY, OF VOLUNTOWN, FOR SCHOOL PURPOSES.

PASSED 1856.

Upon the petition of Asa Gates of the sixth, and James M. Campbell of the seventh school district, in the Voluntown school society of Voluntown and Sterling, praying to be annexed with their houses and lands to the fifth school district, in the Nazareth school society of said Volun

town:

Resolved by this Assembly, That the homesteads now occupied by the said Asa Gates and James M. Campbell, be and are hereby annexed to said fifth district in said Nazareth school society, so far as to entitle the said Asa Gates and James M. Campbell, and those who may succeed them in the occupation of their said homesteads, to the privilege of schooling in said fifth district, but for all other purposes the said Gates and Campbell, and their successors in the occupation of said homesteads, shall be deemed members of said sixth and seventh districts respectively.

INCORPORATING THE CENTER DISTRICT IN WATERBURY SCHOOL SOCIETY.

PASSED 1849.

Resolved by this Assembly, That the Center, North Center, West Center, Bridge and Gaylord Plain School Districts, in the school society of Waterbury, be and the same are hereby made and constituted a body politic and corporate, by the name of "Center District," and said district shall belong to the school society of Waterbury, shall receive their proportion of the public money, shall have the entire control of all the schools within its limits as herein after provided, may establish and maintain schools of different grades, and shall also have and enjoy all the powers and privileges at present enjoyed by school districts in this state.

SEC. 2. Said district shall, at their annual meetings, choose a committee of not less than five persons, who shall have the general management and care of the concerns of said district; enumerate their scholars as required by law; employ teachers approved by the board of education; establish such capitation tax for the scholars in the different schools as they may deem necessary; and abate the taxes of such poor children, belonging to said district and attending school therein, as in their judg ment require the same; and do and perform all such duties as are now devolved upon school districts, except so far as they are hereafter given to the board of education; and said district may also appoint such other officers as school districts are now by law authorized to appoint, who shall

have the same powers and be subject to the same duties and liabilities as such officers in other school districts.

SEC. 3. Said district shall also at their annual meeting appoint a board of education, of not more than seven persons, who shall have the control and management of the schools in said district; examine, approve and dismiss teachers, prescribe the course of study to be pursued in the different schools, and make such by-laws and rules for the regulation and discipline of the schools, not inconsistent with the laws of this state, as they shall from time to time deem necessary; and all teachers and scholars shall conform to such by-laws and rules, and on neglect or refusal so to do may be dismissed from school by said board.

SEC. 4. Said district at their annual meeting, or at any legal meeting called for that purpose, shall have full power and authority to levy taxes upon the polls and ratable estate of the inhabitants of said district according to law, for the purpose of building and repairing school houses and purchasing sites therefor, furnishing apparatus, fuel, books and stationery, and also to raise such sum annually as shall be needed, after applying the public money and the avails of the capitation tax, to meet and defray the annual expenses of said district. Provided, that the real estate in said district of non-residents shall not be liable to be taxed as aforesaid.

SEC. 5. All the property and funds now belonging to said several districts, shall become and remain the property of said center district, and the same shall be valued and appraised by Samuel H. Nettleton and Leman W. Cutler, Esquires, of Watertown, in Litchfield county, if said districts cannot agree upon a valuation of the same, and each of said districts shall (if their property and funds are not sufficient) contribute in cash such sum as will make the contributions of said several districts to the general fund equal, in the proportion that the ratable estate of said several districts bear to each other. And if any of said several districts shall fail to pay their proportion as aforesaid, when demanded by the committee of said center district, said committee shall have power to make out an assessment list and rate bill, upon the polls and ratable estate of the inhabitants within said defaulting district, for the proportion due from them as aforesaid, and to levy and collect the same in manner and form as is now by law prescribed for the collection of taxes in school districts.

SEC. 6. The annual meeting of said districts shall be warned and held as is by law provided for other school districts, and William H. Scovill, Esq., of Waterbury, shall call the first meeting, by advertising in the Waterbury American, two weeks successively before said meeting.

SEC. 7. This act shall not take effect until each of said districts shall, at a meeting warned for that purpose, which warning shall be by advertising in the Waterbury American, two weeks successively before said meeting, have assented to and approved of this act, and lodged a certificate of such assent and approval with the clerk of the school society of Waterbury.

SEC. 8. This act may be altered, amended and repealed at the pleasure of the general assembly.

ANNEXING LAND OF JOHN D. KINGSLEY TO THE FIRST DISTRICT IN THE SCHOOL SOCIETY OF WILLIMANTIC.

PASSED 1852.

Resolved, That the real estate herein after described, now owned by John D. Kingsley, and attached to and forming a part of the fourth school society of Lebanon, be annexed to the school society of Willimantic, and to constitute a part of the first district in said society, to wit: commencing about eight rods east of the dwelling house of said J. D. Kingsley, thence southeasterly by land of Lavinia Loomis to George Babcock's land, thence southwesterly by land of said George Babcock to the highway leading from Willimantic to Lebanon village, thence by said highway in a southerly course to lands of Oliver Kingsley, thence westerly by said Oliver Kingsley's land to land owned by James Madison Kingsley, thence northerly by said J. M. Kingsley's land near a wood lot or grove belonging to said J. D. Kingsley, thence by said James Madison Kingsley's land in a northwest direction to ten mile river, thence across the river by James M. Babcock's land in an easterly direction to another part of said ten mile river, thence across and on said river in a northerly course to a white oak tree, which is a bound between said James M. Babcock and J. D. Kingsley, thence northerly by said James M. Babcock's land to ten mile river, thence down said river to land of Lavinia Loomis, thence by said Lavinia Loomis' land in a southeasterly direction to the first mentioned bounds, and is the farm all lying in one body now occupied by said J. D. Kingsley, all but two acres of which lies in the town of Lebanon, and that two acres lies in the town of Columbia.

ESTABLISHING BOUNDARY LINES OF THE NINTH SCHOOL DISTRICT IN WIN. CHESTER SECOND SCHOOL SOCIETY.

PASSED 1852.

Resolved by this Assembly, That the following described lines shall be and they are hereby established as the boundary lines of the ninth school. district in Winchester second school society, viz: north on the north line of the Pomeroy farm, so called; east on the east line of said Pomeroy farm in part, and in part on a ten rod highway; south on land belonging to the heirs of Joshua Youngs in part, and in part on lands belonging to the heirs of Gideon Hall and Daniel Wilson, and part on land of Lauren Smith; and west on Winchester town line in part, and in part on Colebrook town line: provided, that so much of the territory embraced in the foregoing boundaries lying within the limits of the town of Hartland, shall be annexed to and form a part of the said ninth school district, for school purposes only.

ANNEXING LANDS OF EBENEZER T. ADAMS, OF LEBANON, TO FIRST SCHOOL SOCIETY, NINTH DISTRICT, OF WINDHAM.

PASSED 1849.

On the petition of Ebenezer T. Adams, of the town of Lebanon, praying to be set off from the first school district, in the fourth school society of Lebanon, and be annexed to the ninth school district in the first school society in Windham :

Resolved by this Assembly, That the lands of Ebenezer T. Adams, of Lebanon, in the county of New London, which lie in said Lebanon, contiguous to and adjoining the town of Windham, in the county of Windham, in quantity about one hundred acres, with the buildings thereon, be and they are hereby annexed to and made part of the ninth school district in the first school society of Windham, and that said Ebenezer T. Adams, and those who may succeed him in the occupation of said lands and buildings, shall be members of said ninth school society, entitled to all privileges and subject to all liabilities as such.

ANNEXING CHARLES H. LEONARD AND ELIJAH BAKER TO FOURTH SCHOOL DISTRICT, WOODBURY.

PASSED 1846.

Upon the petition of Charles H. Leonard and Elijah Baker, of Watertown, showing that they live near the western line of Watertown, and can better enjoy school privileges by being annexed to the school district No. 4 in Woodbury, and that the school societies in Woodbury and Watertown cannot agree in such annexation, as per petition, dated 30th March, 1846; which petition being duly served on the school society in Watertown and the school district No. 2 in Watertown, and the petitioners and respondents having appeared and having been heard; thereupon,

Resolved, That all that part of the second school district in Watertown which lies westerly of the following line, commencing on the Middlebury town line at the point where the southeast corner of Woodbury meets the southwest corner of Watertown, thence running easterly on the town line between Middlebury and Watertown, fifty rods, thence northerly, parallel with the Pinesbridge turnpike road to a point fifty rods due east from the eastern termination of the north line of district No. 4 in Woodbury, thence west to the town line between Wood

bury and Watertown, at said point of termination, be and the same is hereby annexed to the fourth school district in Woodbury and to the school society in Woodbury, including all the inhabitants in said territory, for all the purposes comprised in the laws regulating common schools.

TITLE XXVI.

SCHOOL SOCIETIES.

THE DIVISION LINE BETWEEN BLOOMFIELD AND WINDSOR TO BE THE DIVIDING LINE BETWEEN THE FIRST AND SECOND SCHOOL SOCIEITIES IN WINDSOR, AND THE SCHOOL SOCIETY IN BLOOMFIELD.

PASSED 1841.

Resolved by this Assembly, That the line which divides the towns of Windsor and Bloomfield shall hereafter be the dividing line between the first and second school societies in Windsor and the school society in Bloomfield, and that so much of the school society of Avon as lies within. the town of Bloomfield, be and the same hereby is annexed to the school society in said Bloomfield; and that hereafter said society shall be known by the name of the School Society of Bloomfield.

ANNEXING PART OF SCHOOL SOCIETY OF CHESTER TO SCHOOL SOCIETY OF SAYBROOK.

PASSED 1856.

Resolved, That all that part of the school society of Chester, which lies within the town of Saybrook, be and it is hereby annexed to and shall constitute part of the school society of Saybrook.
