Resolved by this Assembly, That so much of the said first school district in said second school society as is contained in the following boundaries, to wit: west by Willimantic river, north by the northern line of the land belonging to the Eagle Manufacturing Company, and the northern line of land belonging to William Gardner, east by the easterly line of said Gardner's land and the easterly line of Brewster P. Swift's land, and south by the southern line of said Swift's land, containing all the buildings and lands of the Eagle Manufacturing Company, William Gardner and Brewster P. Swift, be and the same is hereby made and constituted a body politic and corporate, by the name of the Eagle Factory School District; said district shall be annexed to and be a part of the second school society in Mansfield, and Thomas Clark shall be the committee of said district until the next annual meeting of said second school society; after which said society shall appoint the district committee annually. Said district shall also have and enjoy all the powers and privileges at present enjoyed by the school districts, as fully and to the same extent as the other districts in said second society, and be governed in all respects by the statute law of this state relating to school districts, in an act entitled "An act for the regulation of the School Societies, and for the support of Schools," and the acts in addition thereto and in alteration thereof.

Resolved further, That nothing in this resolution shall be construed to hinder the inhabitants of said incorporated district from sending their children to the school kept in said first district during the ensuing summer, while the same shall be supported and kept by the public money now belonging to said district.

REPEALING RESOLUTION UNITING THE EAST SCHOOL DISTRICT AND THE PAPER MILL QUARTER SCHOOL DISTRICT IN THE SCHOOL SOCIETY OF MIDDLEFIELD.

PASSED 1887.

Upon the petition of Curtis Coe and others, showing to this assembly that by a resolution passed at the May session of the general assembly in the year eighteen hundred and thirty-six, the east school district and paper mill quarter school district, in the school society of Middlefield, were united and made one district, by the name of the East School District, and praying the repeal of said resolution, and that said district be divided and made two districts, and restored to the former limits, as per petition on file, dated April 21st, 1837, will more fully appear:

Resolved by this Assembly, That the said resolution of the general assembly, passed in the year 1836, re-uniting the east school district and paper mill quarter school district, be and the same is hereby repealed, and said districts are restored to the same limits and boundaries, with the same rights and privileges as before the same were united as aforesaid.

AUTHORIZING THE FIRST SCHOOL DISTRICT IN THE SCHOOL SOCIETY OF NAUGATUCK TO BORROW MONEY AT SEVEN PER CENT. INTEREST, AND CONFIRMING ACTS OF SAID DISTRICT.

PASSED 1852.

Upon the petition of the First School District of the school society of Naugatuck, in New Haven county, showing to this assembly that they have purchased a site for, and have nearly completed a school house in said district, at an expense, with necessary repairs of houses for primary schools, of about four thousand dollars; that they are under the necessity of obtaining a loan for a portion of the expense of said school house, which they are unable to obtain at the legal rate of interest; and further showing, that at certain meetings of the school society of Naugatuck, duly called for that purpose, on the 21st day of August, the 12th and 19th days of September, the 2d and 11th days of October, and the several days to which said meetings were severally adjourned, all said days of meeting being in the year 1851, the said first school district was formed and established, embracing within its limits five adjacent and contiguous districts of the eight districts formerly composing said school society, to wit: the Center, Lewistown, Patridgetown, City and Hill districts, so called, with the exception of John Nichols and John A. Smith, who were annexed to the Millville district, so called, which said first district was formed as aforesaid for the purpose of establishing a graded system of common schools, and to improve the condition of the same; that the first meeting of said first school district was holden September 4th, 1851, and the first annual meeting of the same was holden September 19th, 1851, during and after which times the limits of said first school district were modified at the before mentioned meetings of the said school society, to meet the wishes and the convenience of the different sections thereof; that said school district, at their meetings of September 4th and 19th aforesaid, proceeded to purchase a site for, establish and erect a school house at an expense of more than three thousand dollars as aforesaid, with other expenses for primary schools; that the warning of the meeting of said school society, on said 21st day of August, was not full and explicit, and by reason of the act passed at the May session of the general assembly, 1851, entitled "An act in addition to an act Concerning Education," relative to warning school meetings, the said meetings of the first school district of the 4th and 19th of September, 1851, could not be warned as specified by said act, because there was then no clerk chosen of said district, but that copies of said warnings were left with the person who was afterwards chosen clerk of said first school district, and by him duly recorded and lodged on file when so chosen; therefore,

Resolved by this Assembly, That the first school district in the school society of Naugatuck, in the county of New Haven, be at liberty, and they are hereby authorized and empowered to borrow from the school fund of this state, or any corporation or individual, for the purpose of finishing and partly defraying the expense of their school house now in the process

of erection, any sum or sums of money not exceeding twenty-five hundred dollars, and to pay interest therefor at a rate not exceeding seven per cent. per annum, together with such taxes as may be levied or assessed upon said sum or sums, upon the person or persons so loaning the same until paid, any law to the contrary notwithstanding.

Resolved, further, That all the acts and proceedings of the school society of Naugatuck, at their meetings holden from the 21st day of August, 1851, to the 11th day of October, 1851, inclusive, relative to forming and establishing the first school district in said society, be and the same are hereby ratified and confirmed; and all the acts and proceedings of said school district, at their meetings warned and holden under and since their organization as aforesaid, together with the rate bill or assessment for schooling the last winter, made out in accordance with their vote of May 30, 1852, be and the same are hereby ratified and confirmed, as if the same were legal and valid in all respects.

CONSTITUTING THE EAST POND SCHOOL DISTRICT, IN NORFOLK.

PASSED 1850.

Upon the petition of William J. Norton and others, inhabitants of the school society of Norfolk, in the town of Norfolk, praying to be incorporated into a school district:

Resolved by this Assembly, That all that part of the school society of Norfolk, in the town of Norfolk, in the county of Litchfield, included within the limits and bounds hereafter mentioned, be and it hereby is. constituted and made a school district, to be called the "East Pond District," in and to belong to said school society, and which district shall be and is bounded as follows, to wit: northerly on the northerly line of the land, and land in possession of William J. Norton; easterly on Norfolk and Colebrook town line; southerly on the southerly line of the land of James Parrit; and westerly on the west line of lands in possession of said Parrit. And the inhabitants of said school district shall have, possess and enjoy all the rights and privileges and be subject to all the liabilities and obligations of other school districts established by law; and shall be entitled to receive, according to law, their full share and proportion of all moneys appropriated for the support or encouragement of schools.

For the purpose of organizing said new district, William J. Norton is appointed to call a meeting of the inhabitants of said district, at such time and place in said district as he shall appoint, by placing a notice of the same, signed by him, upon the outer door of the dwelling house of Edwin Parrit, within said new school district, at least five days before the time of holding said meeting; at which meeting, the inhabitants of said district legally qualified to vote, may proceed to elect and appoint all

proper officers, and transact all other business, legal and proper to be done at an annual school district meeting; and the officers appointed at said meeting shall hold their offices until others are chosen in their places, and sworn, when necessary.

CREATING "NORTON DISTRICT" IN SCHOOL SOCIETY OF NORFOLK.

PASSED 1848.

Upon the petition of Isaac S. Norton and others, inhabitants of the town of Norfolk, for a new school district, showing to this assembly that the North Middle School District in said Norfolk, under the present arrangement, is in such shape as to render it very inconvenient for all the members thereof to get to one common school, and that it would be for the advantage of the petitioners to be set off into a separate school district; and that the school society of the town of Norfolk, under the impression that the law regulating school districts had been so modified that said society could legally divide said district, have acted upon this subject, and that a special committee of said society made a division of said district, last autumn, and reported the same to said school society, which report and division was accepted by said society and by the parties; praying a confirmation of the said acts of said society; thereupon,

Resolved by this Assembly, That the acts of the school society of Norfolk, in the premises, dividing the said north middle school district, and establishing a new district in said society, to be called the "Norton District," be and the same are hereby ratified and confirmed; and that said Norton school district be and the same is hereby established as a separate district, entitled to all the privileges of other districts, from the time of the division made by said society as aforesaid.

AUTHORIZING THE UNION SCHOOL DISTRICT OF THE FIRST SCHOOL SOCIETY OF NORWALK TO ESTABLISH SCHOOLS OF DIFFERENT GRADES.

PASSED 1858.

Resolved, That the Union School District of the first school society of Norwalk, be authorized to establish in the schools of said district different grades, viz: primary, intermediate and senior; and that the committee of said district in assessing the expense of the schools of said district upon the parents, masters and guardians of said children as may have. attended the same, shall have power to assess the same against those who attend the primary at a rate and ratio not exceeding one dollar and fifty

cents per term of twenty-three weeks; against those who attend the intermediate grade, two dollars per term of twenty-three weeks, and against those who attend the senior department, three dollars per term of twenty

three weeks.

Provided, that nothing herein contained shall be construed to limit said committee in relation to their assessment upon tuition upon the parents, guardians and masters of such children as may be admitted to said schools from without said district.

Provided, that no child or children shall not in any case be excluded from any school in said district on account of the inability of the parents or guardians of such child or children to pay the rates of tuition prescribed.

AUTHORIZING THE UNION SCHOOL DISTRICT OF NORWALK TO FIX RATES OF TUITION.

PASSED 1854.

Resolved, That the Union School District of the first school society of Norwalk, may fix or authorize its committee to fix a rate of tuition to be paid by the persons attending said school, and studying the French, Latin or Greek languages, or by the parent, guardians or masters of the same, residing in the said union school district, for the time of such attendance, at a rate not exceeding six dollars for a term of twenty-three weeks, over and above the money raised from the town society or state appropriation funds.

FIXING TIME OF ANNUAL MEETING OF UNION SCHOOL DISTRICT, FIRST SCHOOL SOCIETY OF NORWALK.

PASSED 1856,

Resolved by this Assembly, SEc. 1. That the annual meeting of the Union School District of the first school society of Norwalk, may be held at such time in the month of May or June, as said district shall, at a special meeting duly warned for that purpose, determine, any law to the contrary notwithstanding.

SEC. 2. This act shall take effect from its passage, and the first annual meeting of said district, under the provisions hereof, shall be held at such time in May or June, 1856, as said district shall determine, as provided in the foregoing section; and the term of office of the present annual officers of said district shall terminate upon the election and due qualification of the officers chosen at such first annual meeting.
