I transmit to the House of Representatives a report from the Attorney General, with accompanying documents, in compliance with the request contained in their resolution of the 23d of March last.

SIR: In compliance with the resolution of the House of Representatives, referred by you to this office, which was adopted on the 23d of March, 1840, in the following words: "Resolved, That the President of the United States be requested to cause to be prepared, and communicated to this House at the commencement of the next session, all the opinions of the Attorney General and other officers connected with the Executive, which give construction to the public laws not of a temporary character:" I have now the honor to transmit copies of all such opinions of the Attorneys General of the United States as I have been able to obtain. Previ ous to the year 1817, no records of such opinions were preserved. It has therefore been necessary to procure them, as far as practicable, from the different departments to which they were sent; but many that were, no doubt, given before that period, are not now to be found.

I have the honor to be, with great respect, your obedient servant,
