(2.) This repeal shall not affect.

(a) The past operation of any enactment hereby repealed nor any thing duly done or suffered under any enactment hereby repealed; or

(b) any right, privilege obligation, or liability, acquired, accrued, or incurred under any enactment hereby repealed; or

(e) any penalty, forfeiture, or punishment incurred in respect of any offence committed against any enactments hereby repealed; or

(d) any investigation, legal proceeding or remedy in respect of any such right privilege, obligation, liability, penalty, forfeiture, or punishment as aforesaid; and any such investigation, legal proceeding and remedy may be carried on as if this Act had not passed; or

(e) any Act in which the enactments hereby repealed have been applied, incorporated or referred to.

(3.) This repeal shall not revive any enactment, right, office, privilege, matter or thing not in force or existing at the passing of this Act,

BARBADOS.

An Act to consolidate and amend the Acts of this Island relating to Barristers.

E it enacted by the Governor, Council, and Assembly of this Island, and by the authority of the same as follows;

Short title.

1. This Act may be cited as "The Barristers Act, 1891."

Who may practise.

Qualification.

2. No person shall plead and practise the law in this Island as a barrister, or be entitled to any of the rights and privileges of a barrister, unless such person shall have been duly and regularly called to the Bar in England, or shall have been admitted to practise as a barrister in the several courts of Dublin, or shall have been admitted to practise as an advocate in the Court of Session in Scotland.

An Act to consolidate and amend the Acts of this Island relating to the public library. E it enacted by the Governor, Council, and Assembly of this Island and by the authority of the same, as follows;

Short title.

1. This Act may be cited as "The Public Library Act, 1891."

2. The library and museum shall be called "The Barbados Public Library and Museum," and shall be open and free to all persons residing in Barbados, subject nevertheless to any rules and regulations which may be made by the trustees for the time being as hereinafter provided; and the said library and museum shall consist of such books, prints, maps, and philosophical and other instruments and apparatus, and such natural and scientific subjects and productions of art, as shall from time to time be contributed thereto by donation and accepted by the trustees for the time being, or shall from time to time be purchased out of any moneys which may be contributed for that purpose by private persons or otherwise, or out of any sums which may be appropriated thereto by the legislature.
