Resolved by the Senate and House of Representatives of the United States of America, in Congress assembled, that the Secretary of State be, and hereby is authorized ́and directed to cause to be printed a number of copies, not exceeding 10,000, of the instructions to the envoys extra

ordinary and ministers plenipotentiary of the United States to the French Republic, and of all the dispatches hitherto received from them, and which have been communicated by the President of the United States to both Houses of Congress; and to cause the same to be distributed, gratis, throughout the United States, and particularly in such parts thereof wherein the dissemination of information, through the medium of news-papers, is most obstructed.

In the House of Representatives of the United States, Monday, the 2d of April, 1798. Resolved, That the President of the United States be requested to communicate to this House, the instructions to, and dispatches from the envoys extraordinary from the United States, to the French Republic, mentioned in his message of the 19th ultimo.

Message of the President of the United States, to both Houses of Congress.

Gentlemen of the Senate, and

Gentlemen of the House of Representatives,

In compliance with the request of the House of Representatives, expressed in their resolution of the second of this month, I transmit to both Houses, those instructions to and dispatches from, the Envoys Extraordinary of the United States to the French Republic, which were mentioned in my message of the nineteenth of March last, omitting only some names, and a few expressions descriptive of the persons.

I request that they may be considered in confidence, until the members of Congress are fully possessed of their contents, and shall have had opportunity to deliberate on the consequences of their publication; after which time I submit them to your wisdom.
