OF THE

HOUSE OF DELEGATES, &c.

VIRGINIA :

GENERAL ASSEMBLY begun and held at the Capitol, in the City of Richmond, on Monday the

third day of December, in the year of our Lord one thousand eight hundred and twenty-one, and of the Commonwealth the forty-sixth.

On which day, the members of the House of Delegates who attended, (having qualified according to law,) took their seats; and, a majority of the whole number being present;

Ordered, That William Munford be appointed clerk to this House.

Mr. Bowyer, a delegate from the county of Rockbridge, reminded the House of the necessity of choosing a Speaker, and nominated Linn Banks, Esq. a delegate from the county of Madison, as a proper person to fill that office, having heretofore given evidence of his ability and fitness to perform the duties thereof; in which nomination he was seconded by Mr. Blackburn, a delegate from the county of Bath :

Whereupon, Mr. Banks was unanimously elected Speaker, and, being conducted to the chair, returned his acknowledgments to the House for the honor conferred upon him.

The House proceeded to the appointment of a Serjeant at Arms; and (several persons being in nomination for that office,) it was resolved, that this house do now elect a Serjeant at Árms, by ballot; whereupon, the members having prepared tickets, and deposited the same in the ballot-boxes, Messrs. White of Hampshire, Mennis, Blackburn, Garland, McRae, Marteney, Crump of Surry, Crittenden, Morton and Mayo of Washington, were appointed a committee to examine the ballots at the clerk's table, and report on whom the majority of votes had fallen; which being accordingly done, Mr. White reported a majority of votes in favor of John Jordan, Esq. who was thereupon declared duly elected Serjeant at Arms to this house.

On motion of Mr. White of Hampshire,

Resolved, That John Brown, John Stubblefield, and Henry H. Southall be appointed first, second and third doorkeepers to this house..

Several persons being in nomination for the office of fourth door-keeper, the house proceeded to elect that officer by ballot; and, the members having prepared tickets, and deposited the same in the ballot-boxes, Messrs. White of Hampshire, Clarke of Campbell, Crump of Cumberland, Colley, Knight, Waytt, Shannon, Haymond, and Sexton were appointed a committee to examine the ballots at the clerk's table, and report on whom the majority of votes had fallen; which being accordingly done, Mr. White reported a majority of votes in favor of Thomas Davis, who was thereupon declared duly elected fourth door-keeper.

On motion of Mr. White of Hampshire,

Resolved, That the Rules and Orders adopted by the House of Delegates, at their last session, for the government of the members thereof during that session, be adopted for the government of the members of this house during the present session.

THE SAID RULES AND ORDERS ARE THE FOLLOWING:

1. NO member shall absent himself from the service of the House without leave, unless he be sick and unable
