To his Excellency the Governor of the State of New York:

SIR-The New York Civil Service Commission, in pursuance of the provision of the act, has the honor to submit its third annual report.

Since the date of the last report, in January, 1885, there has been an increase in the number of persons found subject to civil service regulations to be made or approved by this Commission, and the number of such persons in the service of the State is now as follows:

EXAMINATIONS IN THE STATE SERVICE.

The reappointment, by President Cleveland, of Colonel Silas W. · Burt to the post formerly held by him of naval officer of the port of New York, led to the resignation by Colonel Burt of his position as Chief-Examiner, and the Commission regrets the loss of an officer to whose skill, discretion and conscientious performance, in the difficult and practical work of organization, the people of the State are largely indebted.

Colonel Burt's place has been filled by the appointment, as ChiefExaminer, of Mr. Edgar M. Jenkins, of Schenectady.

His report (Appendix A) shows that the following

COMPETITIVE EXAMINATIONS

have been held during the year:

For steward of the Hudson River State Hospital, with twenty candidates, of whom nine passed.

For guards at Elmira Reformatory, seven candidates, six passed.
