ORDERED, That the Joint Standing Committee on Printing be directed to collect and arrange such of the City Ordinances as are enduring and still in force, and to prepare a suitable Index thereto; and that the same be published with the City Charter and the Rules and Orders of the City Council.

CITY CHARTER.

Be it enacted by the Senate and House of Representatives, in General Court assembled, and by the authority of the same, as follows:

SECTION 1. The inhabitants of the Town of Salem Title. shall continue to be a body politic and corporate, under the name of the City of Salem, and as such, shall have, exercise and enjoy all the rights, immunities, powers and privileges, and shall be subject to all the duties and obli- General powers. gations, now incumbent upon and appertaining to said town as a municipal corporation.

SEC. 2. The administration of all the fiscal, prudential and municipal affairs of said city, with the government thereof, shall be vested in one principal officer, to be styled the Mayor, one council of six, to be denominated the City Officers. Board of Aldermen, and one council of twenty-four, to be denominated the Common Council; which Boards, in their joint capacity, shall be denominated the City Council, and shall be sworn to the faithful performance of the duties of their respective offices. A majority of each Board shall constitute a quorum for the transaction of business.

SEC. 3. SEC. 5. The Mayor and Aldermen shall be elected from the citizens at large, by the inhabitants of the city voting in their respective wards, and four* Common Council men shall be elected from each ward, being residents in the wards where elected; all said officers shall be elected by ballot, and shall hold their offices one year from the second Term of office. SEC. 6. ordinate officers, and to cause their violation or neglect of

when, in his opinion, the interest of the city requires it, by
causing a summons or notification to be left at the usual
dwelling place of each member of the Board or Boards to
be convened. He shall, from time to time, communicate
to both of them such information, and recommend such.

his opinion, require. He shall preside in the Board of
Aldermen, and in joint meetings of the two Boards, but
