RESOLUTION

For the appointment of Directors of the Ohio Lunatic Asylum.

Resolved by the General Assembly of the State of Ohio, That Saml. Parsons, William M. Awl, Samuel Spangler, Joseph S. Carter, and Marcus Brown, be, and they are hereby appointed directors of the Ohio Lunatic Asylum, under the provisions of an act entitled "An act to provide for the government of the Ohio Lunatic Asylum.

Appointing Trustees of the Jefferson, Urbana and Troy Road.

Resolved by the General Assembly of the State of Ohio, That Stanly Watson, of Madison county, John Owen and William B. McCrea, of Champaign county, be, and they are hereby appointed trustees of the Jefferson, Urbana, and Troy road, established as a free turnpike road at the present

session.

RESOLUTION

In relation to the location of the Western National Armory.

Resolved by the General Assembly of the State of Ohio, That, in the opinion of this Legislature, the State of Ohio, from her local advantages and geographical situation, together with the abundance of the necessary materials, such as iron and coal, as also the necessary water power and means of cheap transportation in every direction by water communication, is entitled to the location of the "Western National Armory," and that our Senators and Representatives in Congress, be, and they are hereby requested to use their best endeavors to obtain an act of Congress to locate and establish the armory at some point within the territorial limits of the State of Ohio.

Resolved, That the Governor be requested to forward copies of the foregoing resolution to each of our Senators and Representatives in Congress, and also to the President, Vice President, and Secretary of War.

RESOLUTION

For the commutation of certain arms, and for other purposes.

Resolved by the General Assembly of the State of Ohio, That the Governor of this State be, and he is hereby authorized, to order the Quartermaster General to commute muskets for one hundred and fifty sabres and the same number of pairs of pistols suitable for cavalry, and and also for one hundred rifles; all for the use of the First Brigade Fifth Division of Ohio Militia; and that said Quartermaster General be directed to issue his order for the delivery of said arms to the Major General of said Fifth Division, at Springfield, Ohio.

RESOLUTION

Appointing a Board of Canal Commissioners.

Resolved by the General Assembly of the State of Ohio, That Samuel F. Vinton, Leander Ransom, Samuel Forrer and Sebrid Dodge, be, and they are hereby appointed Canal Commissioners; the first named to hold his appointment for four years, the second for three years, the third for two years, and the fourth for one year, from and after the first day of April next, agreeably to the act of the present session to abolish the Board of Public Works, and to revive the Board of Canal Commissioners.

RESOLUTION

For appointing a day of Thanksgiving.

Resolved by the General Assembly of the State of Ohio, That the Governor be, and he is hereby requested to issue, within the present year, his proclamation to the inhabitants of this State, recommending to them the observance of a day of thanksgiving to Almighty God, for his blessings to us as a people; which day shall be selected at the discretion of the Governor, and designated in his proclamation.

RESOLUTION

Authorizing the Librarian to take charge of the State House.

Resolved by the General Assembly of the State of Ohio, That the Librarian shall have charge of the State House and furniture thereof until the first Monday of December next; that he cause the same to be opened and ventilated as often as once in two weeks, until that time, and immediately preceding the next session of the Legislature, to cause the rooms, windows and carpets thereof to be properly prepared for the reception of members, and that immediately after the adjournment of the present session, he shall make an inventory of all furniture and property in the State House, and file a copy thereof with the Auditor of State.

Relative to State Universities.

Resolved by the General Assembly of the State of Ohio, That the Superintendent of Common Schools be, and he is hereby requested to report to the next General Assembly; first, upon the expediency of estab lishing a State University or Universities for the education of teachers and other students; second, if he shall deem it expedient to establish such university or universities, then, upon the subjects of the proper sys tem therefor, and the proper location thereof; third, also upon the proper mode of supporting the same, the probable expense thereof to the State, and such other views and information in relation to the subject generally as he may deem it proper to communicate.

Appointing Trustees for the Free Turnpike Road from the south boundary of Champaign County, to Upper Sandusky, in Crawford county.

Resolved by the General Assembly of the State of Ohio, That William Wal ker, of Crawford county, Porteus Wheeler, of Hardin county, John Marquis, of Logan county, and Lyman North and William Ward, of Champaign county, be, and they are hereby appointed trustees of the Free Turnpike

Road from the south boundary of Champaign county, to Upper Sandusky,

in Crawford county.

Directing the Adjutant General to purchase certain books for the use of the Militia. Resolved by the Senate and House of Representatives, That the Adjutant General be, and he is hereby authorized and required to purchase from Captain S. Cooper, Assistant Adjutant General of the United States Army, a number of his "Concise System of Instructions and Regulations for the Militia and Volunteers of the United States, comprehending the exercises and movements of Infantry, Light Infantry, Riflemen, Cavalry and Artillery, together with the manner of doing duty in Garrison and in Camp, and the forms of Parades, Reviews and Inspections, as established by authority for the government of the Regular Army," sufficient to furnish to each regiment and batallion of infantry and riflemen, and to each squadron and company of cavalry, mounted riflemen, artillery and light infantry, one copy for the use of said corps respectively: Provided, such additional forms be added thereto, suitable for the militia of this State, as the Adjutant General of Ohio may direct; and that he pay not more than seventy-five cents per copy for the same; and the Adjutant General distribute the said books as soon as they can be procured, to the said corps, as is above specified.

RESOLUTIONS

Appointing a Committee to digest and mature a system of keeping the Public Accounts, &c.

Resolved by the General Assembly of the State of Ohio, That the Auditor and Treasurer of State, together with such other person as the Governor may select, be appointed a committee whose duty it shall be to digest and mature a system of keeping the public accounts, exhibiting the various funds of the State, under their appropriate heads, and also to devise some equitable mode for the re-valuation of property for taxation, by which all sections of the State shall contribute alike to the general expenditures, according to the amount of property held by each, and report the same to the next General Assembly, with such observations as they may deem expe

dient.

Resolved, That the Commissioners of the Canal Fund shall hereafter be required, on or before the fifteenth day of November annually, to cause to be made out and delivered to the auditor of State a correct statement or statements of all moneys received or loans contracted by said commissioners on behalf of the State, together with an account or accounts of the interest accruing on all deposites of moneys belonging to the State under

their control, which statement and accounts, shall be certified and attested by the agent or agents of said commissioners, receiving or holding on deposite any such moneys.

RESOLUTION

Speaker of the Senate.

For the distribution of the Revised Statutes.

Resolved by the General Assembly of the State of Ohio, That the Secretary of State be required, when the laws passed at the present session of the General Assembly shall be distributed, to forward to the clerks of the courts of common pleas of the several counties hereinafter mentioned, the several copies of the laws of Ohio, hereinafter specified: Provided, The same be in his office, and not required for the use of the General Assembly, to wit: To the county of Putnam thirteen copies of volume 29, revised statutes; to Henry, twelve; to Gallia, ten; to Monroe, six; to Allen, twelve; to Van Wert, fourteen; to Clinton, six; to Darke, ten; to Mercer, ten; to Lucas, five; and to Muskingum, six.

RESOLUTIONS

In relation to Banks, Insurance and Bridge Companies.

Resolved by the General Assembly of the State of Ohio, That the Auditor of State be, and he is hereby required to make a complete and accurate list of all the banks, insurance and bridge companies, incorporated within this State; which list shall be kept in his office.

Resolved, That the profits of the banks, insurance and bridge companies of this State, when divided, applied to the payment of stock or stock notes, or when the stockholders shall be in any wise credited with their respective portions of such profits, are subject to taxation, and reports of all such profits, should be made to the Auditor of State.

Resolved, further, That the said Auditor be, and he is hereby required, to cause to be prosecuted, all such banks, insurance and bridge companies, as have not complied with the provisions and requisitions of an act entitled "An act to tax Banks, Insurance and Bridge Companies," passed March 12, 1831, either by totally neglecting or refusing to make a return of their dividends, or which have made incorrect returns of such dividends, after giving them due notice of the demand claimed by the State, and their refusal to pay the same.
