I__Purchase of automobile accessories from Motor Transport general depots.-Officers and enlisted men of the Army, field clerks, and members of the Army Nurse Corps may purchase at cost price from the Motor Transport general depots or from local Motor Transport officers, if stock permits, automobile accessories, tires, spare parts, and supplies. In cases where delivery of such articles to the purchaser involves transportation charges the selling price will include such costs.

Officers will certify that the articles are for their personal use; others authorized to purchase such articles will certify that the articles are for use in maintenance or repair of an automobile owned and used by them. Mail orders must be accompanied by funds necessary to cover the purchase.

II__Preservation of historical photographs depicting activities of the Army.-It is known that there are scattered throughout the service many kodak films and plates depicting the activities of the Army, not only in the United States but abroad and in our foreign possessions. This material covers a period of many years, extending back to dates before the activities of the Photographic Section of the Signal Corps commenced. These photographs are of great value to the War Department for historical purposes and incidentally for the use of the recruiting service or other instrumentalities of the War Department.

The Adjutant General of the Army requests the cooperation of all officers in the service to make such photographs available for official use and preservation by the War Department. Films, plates, and prints depicting the activities of the Army should be forwarded to the Historical Branch, War Plans Division, General Staff, with such descriptive matter as will identify the photographs as to personnel, military unit, place, and date. III Badge for principals and alternates on the Infantry or Cavalry rifle team.-A badge will be issued to officers and enlisted men who, since and including the year 1906, shall have won a place as a principal or alternate on the Infantry or Cavalry rifle teams selected to represent the Army in the national matches. These badges will be included among those which will count in determining eligibility for classification as distinguished marksman.

Application for badges will be made to The Adjutant General of the Army. The application should give full name, present rank and address, rank and organization at the time of winning a place on the team, and name and year of the team.

In case this badge so awarded completes the three badges necessary for the individual to win to attain classification as distinguished marksman, that fact also will be stated, together with the names and years of the competitions in which the other badges were won, in order that a distinguished marksman's badge also may be awarded.

Detail of noncommissioned officers and other enlisted men for duty at educational institutions.-The following instructions relative to the detail of noncommissioned officers and other enlisted men for duty at educational institutions are published for the information and guidance of all concerned:

The detail of enlisted men for duty at educational institutions under the provisions of sections 46 and 56 of the act of Congress approved June 3, 1916 (Bul. No. 16, W. D., 1916), is authorized as indicated in the following tables: Provided that the total number of active noncommissioned officers for duty with special units of the Reserve Officers' Training Corps shall not exceed 45 for Cavalry, 90 for Field Artillery, 70 for Coast Artillery, 40 for Engineers, 30 for the Motor Transport Corps, 15 for the Signal Corps, and 1 per unit of Medical Corps.

Noncommissioned officers detailed under the provisions of section 56, as indicated in Table I, shall not be additional in their respective grades to those authorized for the Army.

Noncommissioned officers detailed for duty with units of the Reserve Officers' Training Corps, as indicated in Tables II and III, are additional in their respective grades to those authorized for the Army, but the total number so detailed shall not exceed 500. Other enlisted men so detailed shall not be additional in their respective grades to those authorized for the Army.

Number and grades of enlisted men authorized for duty at high schools and other institutions having military training under section 56, act of Congress approved June 3, 1916 (Bul. No. 16, W. D., 1916):

Institutions having 100 to 400 students, 1 noncommissioned officer, sergeant.

Institutions having over 400 students, 2 noncommissioned officers, sergeants.

Institutions having over 700 students, 4 noncommissioned

officers, sergeants.

Institutions having 1,500 students, 6 noncommissioned officers, sergeants.

Institutions having 2,250 students, 8 noncommissioned officers, sergeants.

Add 2 sergeants for each 750 enrollment thereafter.

For 200 students, 2 noncommissioned officers, sergeants.

For 300 students, 3 noncommissioned officers-1 first sergeant. 2 sergeants.

For 500 students, 4 noncommissioned officers-1 battalion ser geant major, 1 supply sergeant, 2 sergeants.

For 750 students, 5 noncommissioned officers-1 battalion ser geant major, 1 supply sergeant, 3 sergeants.

For 1,000 students, 6 noncommissioned officers-1 regimental sergeant major, 1 battalion sergeant major, 1 supply sergeant. 3 sergeants.

For 1,250 students, 7 noncommissioned officers-1 regimental sergeant major, 1 battalion sergeant major, 1 supply major, 4 sergeants.

For 1,500 students, 8 noncommissioned officers-1 regimental sergeant major, 2 battalion sergeants major, 1 supply sergeant, 4 sergeants.

For 1,750 students, 9 noncommissioned officers-1 regimental sergeant major, 2 battalion sergeants major, 1 supply sergeant, 5 sergeants.

For 2,000 students, 10 noncommissioned officers-1 regimental sergeant major, 3 battalion sergeants major, 1 supply sergeant, 5 sergeants.

TABLE III.

Detachments of enlisted men authorized for duty with special units of the Reserve Officers' Training Corps:

Cavalry-1 first sergeant, 1 stable sergeant, 1 sergeant, 1 horseshoer, 1 saddler, 1 private for every 3 horses (60 horses is the maximum for any one institution).

Field Artillery-1 first sergeant, 1 supply sergeant, 1 stable sergeant, 1 sergeant, 1 horseshoer, 1 saddler, 2 mechanics, 1 private for every 3 horses (90 horses is the maximum for any one institution).

Coast Artillery-1 sergeant major; 1 sergeant, motor mechanic; 1 sergeant, general mechanic; 1 sergeant assistant in gunnery.

Signal Corps-1 master signal electrician, 1 sergeant, first class.

Ordnance-none.

Motor Transport Corps-1 sergeant, first class, truck master; 1 sergeant mechanic; 1 private.

Medical Department-1 sergeant, first class.

Engineer Corps-1 master engineer, 1 sergeant, first class.

The noncommissioned officers detailed for duty at all educational institutions will be of excellent character, soldierly appearance, sober, dependable, and capable instructors in the basic training of a soldier. They will have not less than one year's service, at least a grammar-school education and some clerical ability.

In allotting noncommissioned officers to educational institutions having Reserve Officers' Training Corps units, preference will be given to those maintaining units of the senior division in case the total number required exceeds the number authorized by law. All noncommissioned officers now on duty at educational institutions in excess of the ratio indicated in the above tables will be immediately withdrawn.
