e. Who shall be detected in an evasion of the conditions prescribed for the conducting of any match; or

f. Who shall refuse to obey any instructions of the executive officer or a range officer; or

g. Who shall be guilty of disorderly conduct or of being intoxicated, shall, upon the offense being proved to the satisfaction of the executive officer, be disqualified from competing in the matches, and shall not be entitled to have any prize won by him at the time of the competition awarded to him.

116. Requests for information in regard to the rules and conduct of the matches should be addressed to "Executive Officer, National Board for the Promotion of Rifle Practice, War Department, Washington, D. C."

I__Periodical reports of inspection of food products.-The zone supply officer may, through the commanding officers of posts, camps, and stations, call upon the sanitary inspector assigned to the inspection of meat and dairy products or to inspection of other food products at such posts, camps, and stations for such periodical reports as he may desire or be directed by his superiors to require. It will, however, be clearly nderstood that in no sense is the supervision of the activities of the veterinary officers of posts, camps, or stations transferred to the supply officers thereof or to zone supply officer; nor is the veterinary service or any part thereof eliminated from the sanitary service as a whole functioning under the jurisdiction of the commanding officer.

II__War-risk insurance for members of Philippine Scouts, Insular Force of the Navy, Samoan Native Guard and band.-The following opinion, dated April 1, 1919, of the Comptroller of the Treasury is published for the information of all concerned :

"I think that the ruling in Treasury Decision No. 31, W. R., that neither the Philippine Scouts nor the Insular Force of the Navy nor the Samoan Native Guard and band nor any member of either of said organization were or are included in or covered by the war-risk insurance act, or any part thereof, is in error; that the general provisions of that act, exclusive of Article II thereof, cover each of these organizations from the date of approval of the act on October 6, 1917, to the present time; that the provisions of Article II of the act do not now apply, nor have they ever applied, to the Philippine Scouts or the Insular Force of the Navy; and that the provisions of the said Article II applied to the Samoan Native Guard and band from October 6, 1917, to June 25, 1918, subject to conditions

outlined above, but have not applied to the latter organization since approval of the amendatory act of June 25, 1918."

Under this opinion of the Comptroller of the Treasury members of the Philippine Scouts are entitled to all the benefits of the act, except those provided for in Article II, which relates to allotments and family allowances. In the absence of enabling legislation only those members of the Philippine Scouts may now apply for insurance whose application is made within 120 days following their enlistment.
