I Purchase of field glasses from officers--- Purchase of typewriting machines-- II III IV I__Purchase of field glasses from officers.-Section II, Bulletin No. 57, War Department, 1918, authorizing the purchase of field glasses by the Government from officers, is rescinded. O.] II__Commutation of quarters, heat, and light for enlisted men on duty at institutions maintaining units of the Reserve Officers' Training Corps.-Enlisted men detailed for duty under the provisions of section 46, act of Congress approved June 3, 1916 (Bul. No. 16, W. D., 1916), at institutions where one or more units of the Reserve Officers' Training Corps are maintained are entitled to commutation of quarters, heat, and light while on such duty if no public quarters are available. O.] III__Purchase of typewriting machines.-The following section from the act of Congress making appropriations for the legislative, executive, and judicial expenses of the Government for the fiscal year ending June 30, 1920, and for other purposes, approved March 1, 1919, is published to the Army for the information and guidance of all concerned : SEC. 5. That no part of any money appropriated by this or any other act shall be used during the fiscal year 1920 for the purchase of any typewriting machine at a price in excess of the lowest price paid by the Government of the United States for the same make and substantially the same model of machine during the fiscal year 1918; such price shall include the value of any typewriting machine or machines given in exchange, but shall not apply to special prices granted on typewriting machines used in schools of the District of Columbia or of the Indian 112510°-19 APR 2 1919 2 Service, the lowest of which special prices paid for typewriting machines shall not be exceeded in future purchases for suc schools: Provided, That in construing this section the Commissioner of Patents shall advise the Comptroller of the Treasury as to whether the changes in any typewriter are of such structural character as to constitute a new machine not within the limitations of this section. [413.51, A. G. O.] IV. Public printing and binding.-1. The following section from the act of Congress making appropriations for the legislative, executive, and judicial expenses of the Government for the fiscal year ending June 30, 1920, and for other purposes, approved March 1, 1919, is published to the Army for the information and guidance of all concerned : SEC. 11. That the Joint Committee on Printing shall have power to adopt and employ such measures as, in its discretion, may be deemed necessary to remedy any neglect, delay, duplication, or waste in the public printing and binding and the distribution of Government publications: Provided, That hereafter no journal, magazine, periodical, or other similar publication shall be printed and issued by any branch or officer of the Govenrment service unless the same shall have been specifically authorized by Congress, but such publications as are now being printed without specific authority from Congress may, in the discretion of the Joint Committee on Printing, be continued until the close of the next regular session of Congress, when, if authority for their continuance is not then granted by Congress, they shall not thereafter be printed: Provided further, That on and after July 1, 1919, all printing, binding, and blank-book work for Congress, the Executive Office, the judiciary, and every executive department, independent office, and establishment of the Government, shall be done at the Government Printing Office, except such classes of work as shall be deemed by the Joint Committee on Printing to be urgent or necessary to have done elsewhere than in the District of Columbia for the exclusive use of any field service outside of said District. 2. With reference to section 11 of the act quoted in paragraph 1, the following extract of a letter from the chairman of the Joint Committee on Printing of the Congress of the United States, dated March 12, 1919, to the Secretary of War, and published in a War Department lettered circular "A," dated March 20, 1919, is published for the information and guidance of all concerned: * If any branch or officer of the Government service under your jurisdiction or supervision desires to submit a request to the committee for authority to have urgent or necessary print 3 ing, binding, and blank-book work done elsewhere than in the District of Columbia after July 1, 1919, for the exclusive use of any field service outside of said District, you are requested to transmit to the committee detailed information in regard to the same at as early a date as practicable that due consideration may be given to it before July 1. This statement should set forth the kind or character of work to be done, the estimated cost of the same, and the place where it is proposed to have such printing, binding, or blankbook work done, together with such reasons or recommendations as you may desire to submit. III IV Sale of surplus property acquired since April 6, 1917----- V I__Wire-cutter carriers for Cavalry.-Wire-cutter carriers will form a part of the equipment of all Cavalry organizations and will be issued to personnel carrying wire cutters. They will be suspended from the left side of the cartridge belt. [426.6, A. G. O.] II__Allowance of clothing for cooks.-Section III, Bulletin No. 7, War Department, 1919, is rescinded, the allowance of clothing for cooks being prescribed in Circular No. 176, War Department, 1919. [400.34, A. G. O.] III. Sale of surplus property acquired since April 6, 1917.Subparagraph c, paragraph 2, Section II, Bulletin No. 1, War Department, 1919, is amended to read as follows: c. The proceeds of sales of war supplies made by virtue of the act of Congress approved July 9, 1918, will be deposited and covered into the Treasury of the United States as "Miscellaneous receipts on account of proceeds of Government property." [400.32, A. G. O.] IV. Makaroff coincidence trainer for range-finder operators.-1. The Makaroff coincidence trainer will be used in training range estimators with self-contained base range finders, except in the Field Artillery. 2. The allowance of Makaroff coincidence trainers is fixed as follows: One for each regiment of Cavalry or Infantry in garrison.
