which they think very material to have forwarded for final settlement as soon as possible, and find that it will require considerable time and labour to compleat those accounts.

They are further of opinion, that the Comptroller General's time is necessarily so much taken up in exchangeing certificates and other matters which it is absolutely requisite for him to attend to, that it will not be in his power, without further assistants, to render those accounts in any reasonable time.

But be assured your committee that, with the assistance of two additional clerks, those accounts might be ready some time in April next. Your committee therefore offer the following resolution for the consideration of Council:

Resolved, That the Comptroller General be and he is hereby authorized and impowered to employ two additional clerks, if he shall find it necessary, for the express purpose of assisting him in compleating and bringing forward the general accounts of this State against the United States.

A certificate from the Justices of the Court of General Quarter Sessions of the Peace of the county of Dauphine, that they have erected the township of Middle Paxton into a separate district, for the election of Justices of the Peace; that it hath become proper, and will be usefull, and requesting Council to approve and confirm the same, was read the second time; and thereupon, it was

Resolved, That the proceedings of the said court in erecting the said township into a separate district, for the purpose before mentioned, be and the same is hereby confirmed.

Agreeably to the Comptroller and Register General's reports, an order was drawn upon the Treasurer in favor of William Bradford, Junior, Esquire, for two hundred and eight pounds six shillings and eight pence, being ten months' salary as Attorney General of the State, ending the first of January, 1790.

The Comptroller and Register General's reports upon the account of William Shannon, Esquire, Auctioneer of the Northern Liberties, for the State duty upon goods sold at auction between the first of July and twenty-fifth of September, 1789, amounting to sixtyfive pounds six shillings and nine pence, was read and approved.

The Council met.

A letter from the Surveyor General, of the seventh instant, nominating, agreeably to act of Assembly passed the eighth of April, 1785, Mr. Frederick Evans, a Deputy Surveyor of all that remaining part of the district granted to William Maclay the twenty-fourth of September, 1764, situate in the county of Northumberland, bounded southwardly by Cumberland line, eastwardly by the river Susquehanna, northwardly by the line of the Indian purchase of the year 1751, and westwardly by the Bedford county line, was received and read; and thereupon,

Resolved, That the Board concur with the said nomination, and that Caleb North and Thomas North be accepted as his sureties.

Upon application of John Hewson, requesting Council to grant him an order for the further sum of fifty pounds, being the fourth and last installment of two hundred pounds, allowed by act of Assembly passed the twenty-seventh of March last, to assist him in carrying on his business of calico printing and bleaching in this State,

Resolved, That an order issue in favor of the said John Hewson for the said sum of fifty pounds, and that Peter Smallwood be accepted as surety for the faithfull application and repayment of the said sum, according to the true intent and meaning of the said act of Assembly.

Upon the petition of Ann Cusick, and a recommendation from several of the Justices of the Peace of the county of Northampton, for remission of the fine and punishment at hard labour to which she was sentenced in the said county, for larceny, it was

Resolved, That the said Ann Cusick be and she is hereby pardoned.

The Council met.

The Comptroller and Register General's reports upon the following accounts were read and approved, vizt:

Of Philip Gartner, for a gun taken from him for public service, in the year 1776, amounting to three pounds.

Of Jacob Weltzhoover, for a gun taken from him at the same time, amounting to three pounds seven shillings and six pence.

James Bell, Esquire, was appointed and commissionated a Justice of the Peace and of the Common Pleas in and for the county of Washington, upon a return made according to law from the district of the township of Morgan, in said county.

The Council met.

An order was drawn upon the Treasurer in favor of John Nicholson, Esquire, for fifty pounds, being one quarter's salary due to his clerk on the tenth instant, according to the Comptroller General's report and an act of the General Assembly dated the fourth day of April, 1785.

Agreeably to a report of the committee to whom was referred the letter from Robert Galbraith, Esquire, an order was drawn upon the Treasurer in his favor for the sum of one hundred pounds, being part of three hundred and ninety-three pounds which Council, on the twenty-fifth of September, 1788, agreed to allow him for clearing and making a good road from the Frankstown branch of Juniata, in Huntingdon county, to the mouth of Loyalhanning creek, in the county Westmoreland, according to contract made pursuant to an act of the General Assembly passed the twentyninth of March, 1788.

The Council met.

A letter from Daniel Brodhead, Esquire, Surveyor General, of the twelfth instant, nominating agreeably to act of Assembly of

the eighth of April, 1785, Alexander McClean, a Deputy Surveyor of Rostraver township, partly in Westmoreland and partly in Allegany counties, the whole county of Fayette, and Turkey foot, Milford, and that part of Quemahoning township lying southward of the great road leading to Fort Pitt, in the county of Bedford, was received and read; and thereupon,

Resolved, That this Board concur with the said nomination, and that Henry Beeson and Joseph Terrence be accepted as sureties for⚫ the said Deputy Surveyor.

An order was drawn upon the Treasurer in favor of His Excellency Thomas Mifflin, Esquire, for three hundred and seventy-five pounds, being one quarter's salary as President of the State, for which sum he is to account.

The Council met.

The Comptroller and Register General's reports upon the account of Nicholas Becker, for a gun lost in public service at Fort Washington in the year 1776, valued at two pounds fifteen shillings, was read and approved.

The following orders were drawn upon the Treasurer, vizt:

In favor of John Nicholson, Esquire, for the sum of two hundred pounds, being one quarter's salary due to him on the thirteenth instant, as Comptroller General of the accounts of this State, according to act of Assembly, dated the fourth day of April, 1785.

In favor of Daniel Humphreys, for six pounds seven shillings and six pence, in full of his account for six setts of the Pennsylvania Mercury, furnished for the use of Council from the first of January, 1789, to the first of January, 1790, according to the Comptroller and Register General's reports.

The further consideration of the Surveyor General's letter, relative to the appointment of Mr. Galbraith and Mr. Potter, as Deputy Surveyors, was postponed untill to-morrow.
