LADIES ENTERTAINMENT

The Ninth District Chapter has arranged for a hospitality room, Duluth A, at the Radisson Hotel, the convention site, for the ladies. The Chapter has also arranged for an interesting program for the members' wives on June 20. The agenda includes a tour of the famed Betty Crocker Kitchens, cocktails and luncheon at the beautiful LaFayette Club, and a scenic tour and cruise of the Lake Minnetonka area. Bus transportation will be provided.

Statement by Chairman PAUL J. TIERNEY

Interstate Commerce Commission

An adequate and efficient transportation system is vital to the nation's progress. Our economy, our vast productive ability, our scientific advancements, and our defense will falter without proper transportation support-by air, water, land, and sub-surface.

The vast complex that comprises our transportation plant usually is working so well that we pay it little heed, but National Transportation Week gives us the opportunity to reflect upon the role of transportation in maintaining and improving the American way of life.

By Congressional Resolution and Presidential Proclamation we are urged during National Transportation Week to recognize our dependence upon transportation and its personnel. These dedicated men and women work round-the-clock to bring life and direction to the vehicles and the craft and the systems which keep interstate commerce flowing smoothly. Through their skills and labors we enjoy a network of commerce unsurpassed in history.

The high standard of living we now accept routinely is a direct outgrowth of the effective distribution system produced by our transportation media. National Transportation Week is the nation's salute to these means of mobility and the people they represent. They have made transportation one of our greatest national resources.

1967-1968

The Nominations Committee, in making the recommendations herewith submitted, has endeavored to recognize the various interests, both carrier and shipper, represented by members of the Association and to take into account both lawyer and nonlawyer membership.

This report is made and printed in accordance with Article VI, Section 9, Committee on Nominations, of the Bylaws of the Association of Interstate Commerce Commission Practitioners, which reads as follows:

Committee on Nominations

Section 9. The Committee on Nominations shall select and recommend candidates for the elective offices to be filled at the annual meeting. It shall prepare and submit its report in writing not later than one month before the convening of the annual meeting, but at all times so that said report may be published in the issue of the Association's monthly Journal for the month next preceding that in which said annual meeting shall be held. After the Nominating Committee has reported and its report has been published in the monthly Journal, any nine or more members of the Association shall have the privilege of making additional nominations in writing and filing said nominations with the Secretary of the Association, and all such nominations shall be submitted to the annual convention before the close of the first session of said annual meeting. After nominations are closed a ballot shall be prepared and submitted to the members for their vote, as the first order of business on the following day. The nominees for offices receiving the highest number of votes shall be elected as officers for the ensuing year.

A NATIONAL TRANSPORT FLOW STATISTICS FORUM to be held June 27-29, 1968, has been announced by Herbert O. Whitten, Director of Transportation and Logistics Institutes of the American University, Washington, D. C. It will be held at the Woodner Hotel, 3636 16th Street, N.W., Washington, D. C. The Forum will be open to interested parties from carriers, shippers, government, legal, research, universities, foundations and others concerned with these problems.

Mr. Whitten states that most companies have an inadequate knowledge of their own traffic and transportation movements, and know almost nothing about traffic of their industry, competitors, or their customers. Some of the slight progress made may be lost due to budget restrictions which threaten the effectiveness and perhaps even the existence of the Rail Carload Waybill Sample. All those interested in improved transportation research and traffic analysis, including professors, consultants, transport attorneys and industry researchers and officers, had hoped for its improvement and the supplying of matching data for all modes.

Many people believe that the lack of satisfactory transport flow data has hampered planning and decision-making by carriers, industry and government. The lack of comparability of data (and unavailability in most instances) has hampered the efforts of market research, economic research, local and national planners and government.

People interested in these data have had few opportunities to get together and reach agreement concerning standardization of input data, including definitions of necessary information. This meeting and conference, sponsored by a neutral party under academic auspices, should create considerable interest and hopefully assist in resolving some of these questions:

What is the value and limitation of present transport flow data?
What are its characteristics?

How can such data be obtained by sampling and otherwise?
How can carrier management, industry and government use such
data?

• How can lawyers, consultants, regional planners, market researchers, cost analysts, rate researchers and rate planning officials, university and foundation researchers use such data.

The forum will be conducted in round table style, with maximum opportunity for participation by all in attendance. The speakers and discussion leaders will include many of the transport flow experts of the country; most of the others are expected to be present. You will be able to meet them and talk with them about your problems.

A portion of the registration fee will be reserved for publication of the proceedings in book form. Each registered participant will receive copies of papers in advance, and copies of the edited proceedings in the published book.
