PRESIDENT'S MESSAGE

At the afternoon sessions of the annual meeting at Minneapolis on Thursday/Friday, May 20-21, 1968, our Association will conduct seminars to discuss various features of transport regulatory law.

On Friday afternoon, for example, editors of the Journal will speak at four seminars and then lead discussions on recent developments in the regulation of transportation by the Commission. Each seminar will run concurrently from 2:00 p.m. to 4:30 p.m. and will have two sessions during that period, the first session from 2:00 to 3:15 and the second from 3:15 to 4:30. The formal presentation at each session will be the same. In this way, every registrant at the annual meeting will have the opportunity to attend two seminars each day.

The Friday afternoon seminars are arranged by mode as are the editorial columns in the Journal. They are as follows:

The presentations at the several seminars will be coordinated by John Guandolo.

Beginning with this issue, the Journal will have a new column covering the Department of Transportation. It will be edited by William L. Slover, of Washington, who will also participate in one of the Friday afternoon seminars at the annual meeting.

Present plans also include seminars on practice and procedure such as cost testimony in ICC cases. This seminar will be conducted by Robert L. Banks and Edward R. Jelsma.

These are historic days in transportation.

Certainly the current period will be known as the age of railroad mergers. Rail unification cases cover all parts of the Nation. The past decade has seen the creation of several transcontinental motor common carrier systems. The Department of Transportation is just over a year old and will no doubt have an important influence on the future of transportation. These subjects will receive attention at our annual meeting.

Indeed, transportation is receiving increasing attention in many quarters. Both President Johnson and President Kennedy sent Transportation Messages to Congress. The Doyle Report was widely read and acclaimed. Even on a journalistic level, transportation is drawing attention. Recently the New York Times carried a full page review of a book

by Peter Lyon recounting vintage and recent railroad history. Its point of view is indicated by its title, "To Hell in a Day Coach," and its subtitle, "An exasperated Look at American Railroads."

It is interesting that in the same Sunday issue of the Times, in a letter to the editor, a United States Senator commends a Times editorial commenting favorably on a recent railroad merger.

These are historic days in transportation.

President Elect Sigmon will soon be considering appointments to the Association's standing committees. We hope that our Chapters and Districts will make recommendations for appointments. In a recent talk to the Portland, Oregon, Chapter, I urged increased activity by our regional groups. Committee work is one of the most effective and valuable ways to improve the Association. Participate!

The Executive Committee, meeting on February 9, 1968, in the Association's offices in Washington, D. C., unanimously voted that the following resolution be entered upon the minutes of the Association:

RESOLVED, that the Association of Interstate Commerce Commission Practitioners hereby records this tribute to the memory of Grant E. Syphers, late member of the Interstate Commerce Commission and a distinguished public servant. For many years a member of this Association, Commissioner Syphers not only served as District Vice President but also gave generously of his time and energy in the education of youth in transportation law and regulation. In his brief tenure as Commissioner, he demonstrated consummate skill, knowledge and dedication in the work of the Commission.
