NUMBER II.

February 21,1968 Joint Resolution to Congress asking for a grant of land to aid in the construction of a Ship Canal connecting waters of Lake Superior with Portage Lake.

Preamble.

Duty to facilitate

Whereas, The Lake Superior and Mississippi Railroad, now being constructed from Saint Paul, head of navigation on the Mississippi, will open to our agricultural districts water communication by way of the lakes with the markets of the East and of Europe, thus encouraging one of our most productive sources of domestic income.

And whereas, The improvement of the navigation of Lake Superior becomes important to us, as a means of promoting the interests of producer and consumer, of increasing the commerce of the lakes, encouraging the industry of our citizens and adding to the wealth of the State of Minnesota and the nation. Now, therefore,

Resolved, That it becomes our duty to approve and commend the devotion of time, talent, skill and labor, and the expenditure of capital, to facilitate the transit of vessels over these waters; to remove natural obstructions by the appliances of art; to designate to navigators the dangers of the voyage, and show how they may be avoided; to shorten the distance by the proper observations of the true channels; to mark out routes by which time and distance may be saved; and

by all proper means to extend and enlarge the commerce of these great inland seas, which are to us of the West, what the ocean is to our fellow countrymen of the Atlantic States. NUMBER VI.

A Joint Resolution relative to the bounties and pay of
Minnesota Soldiers and Officers in the late War.

Be it Resolved by the Legislature of [the State] of Min

nesota:

That our Senators and Representatives in Congress bounty, pay, &c. be requested to use their influence for the passage of a law to so equalize the bounties paid to soldiers in the late war, that those who enlisted in 1861 and 1862 may receive the same bounties as those who enlisted later; that every soldier who was discharged for disability may receive the bounty allowed for the full term of his enlistment, and that those who were discharged to accept promotion may receive bounty in proportion to the time they served in the ranks.

Also, that officers who resigned after the close of the war may receive the three months' extra pay allowed to officers who were mustered out after the rebellion was suppressed.

Resolved, That the Secretary of State be and is hereby directed to send an authenticated copy of the above resolutions to each of our Senators and Repre sentatives in Congress.
