Joseph Wallace aforesaid, appointed a Deputy Surveyor to a new district, resigned that appointment; upon which Alexander McDowell, Esquire, of Carlisle, was named by the Surveyor General as a proper person to succeed to the vacancy thus occasioned. Mr. McDowell was approved by Council. Agreeably to the order of yesterday, Council this day proceeded to the appointment of an Inspector of Flour for the city and county of Philadelphia; and the votes being taken, it appeared that James Read, Esquire, was elected, and a commission issued accordingly. Alexander Hunter, Esquire, was appointed Collector of Excise for the county of Northumberland. George Graff, Esquire, was appointed Collector of Excise for Northampton county. John Christie, Esquire, was appointed Collector of Excise for the county of Chester. Hugh Gardner, Esquire, was appointed Inspector of Flour for the county of Westmoreland. An order was drawn upon the Treasurer in favor of Captain Stephen Porter, for the sum of two hundred and fifty pounds specie, for the purpose of discharging the incidental expences of the commission for running and marking the western boundary of this Commonwealth; for which sum he is to be accountable. The Council met. PHILADELPHIA, Saturday, April 23rd, 1785. PRESENT: His Excellency JOHN DICKINSON, Esquire, President. The Honorable JAMES IRVINE, Esquire, Vice President. Jonathan Hoge, Esquire, and John Caruthers, of Cumberland county, were offered as securities for John Hoge, lately appointed a Deputy Surveyor. A petition from Lewis Weiss, Esquire, praying to be appointed Register of all German passengers, was read. A memorial from Lewis Farmer, praying that the appointment of the Register aforesaid may be postponed until a recommendation of a proper person be made by the German society, was read. An order was drawn upon the Treasurer in favor of Colonel John Bayard, for the sum of thirty-seven pounds specie, for the purpose of defraying the travelling expenses of the Commissioners provided by resolution of the General Assembly dated the eighth instant, appointed to proceed to Wioming. On application of William Henry, Esquire, Lieutenant of the city and Liberties of Philadelphia, an order was drawn upon the Treasurer in his favor for the sum of one hundred and sixty pounds specie, for the purpose of discharging the incidental expences of the exercise of the city battalions, to be paid out of the militia fines arising from the said battalions; for which he is to account. An order was drawn upon the Treasurer in favor of John Nicholson, Esquire, for two hundred pounds specie, in full for one quarter's salary due to him as Comptroller General, and ending the twelfth instant. The Comptroller General's report upon the account of James Duncan, as Clerk to him from the twenty-first of February to the sixth of April, 1785, was read and approved, and an order drawn in his favor for twenty-four pounds nine shillings and seven pence. The case of Alexander Caracher, with its inclosures, was referred to the Comptroller General, with directions that he proceed to settle the account of the said Caracher, agreeably to law. Charles Biddle, An order was drawn upon the Treasurer in favor of the Honorable John McDowell, Esquire, for the sum thirteen pounds twelve shillings and six pence specie, due to him for his attendance in Council till this day, (included,) and his mileage. An order, was drawn upon the Treasurer in favor of the Honorable Charles Biddle, Esquire, for the sum of thirty-one pounds ten shillings specie, in full for his attendance in Council till this day, included. An order was drawn upon the Treasurer in favor of William Rees, for the sum of fifty pounds specie, for the improvement of the State House lot, according to acts of the General Assembly of the twentieth day of February, 1735-'6, and fourteenth day of May, 1762, and resolution of Assembly of the twenty-fifth of September, 1783, for which he is to account. Council proceeded to the appointment of a Register of all German passengers, agreeably to act of Assembly, and the votes being taken, Lewis Farmer, Esq'r, was elected to that office. A record of the conviction and sentence of Andrew Le Blanc, Lewis Collinet, and Samuel Preston, was laid before the Council, and read. Ordered, That the Secretary be directed to inform Mr. Marbois, Consul General of France, that Council are now in possession of a record of the Court in the case of Lewis Collinet, and that agreeably to his desire, an audience upon that subject will be given him by Council to-morrow. The Comptroller General's reports upon the accounts of Samuel Moore and George Smith, as volunteers under the command of Captain John Boyd, for pay, &ca., was read and approved. A letter from Lieutenant Colonel Joseph Harmer, was read. A letter was written to Lawrence Keene, Esquire, directing an inquiry into the late election of a Justice of the Peace for the district of Penn's township, upon the complaint of Peter Hosterman. David Kittenhouse, Esquire, and Robert Irwine, both of this city, were offered as the securities of John Lukens, Esquire, Survéyor General, and approved. Elijah Weed and William Gray were offered as the securities of Francis Johnston, Esquire, Receiver General of the Land Office, and approved. Michael Morgan O'Brien, Francis Johnston, George Campbell, and Francis Nicholls, Esquires, were offered the securities of Sharp Delany, Esquire, Collector of the Customs, and approved. Alexander Lowry and Samuel Boyd, of the borough of Lancaster, were offered as the securities of James Cunningham, Esquire, a Deputy Surveyor, and approved. An order was drawn upon the Treasurer in favor of Casper Doll, for fifty-seven pounds twelve shillings and ten pence State money, in full for principal and interest due upon his certificate for a mare furnished for public use, to be paid according to resolution of Assembly of the eighth of April, 1782. The Comptroller General's report upon the accounts of Lieutenant James Jones, was read and approved. An order was drawn upon the Treasurer in favor of the Honorable John Neville, Esquire, for the sum of nine pounds twelve shillings and six pence specie, in full for his attendance in Council untill the twenty-seventh instant, inclusively. On consideration, Ordered, That General Neville be authorized, upon his return to Washington county, to place some fit person in the possession of the buildings at Fort McIntosh, with directions to keep them, and the public timber upon the adjoining lands, in a state of as much preservation as possible. On the letter from Mr. Bradford of yesterday, Ordered, That Jonathan D. Sergeant, Esquire, be employed in behalf of this Commonwealth in the cause now depending between the children of Andrew Allen and the State; that all the papers in the possession of Council relating to the late election of Lancaster be transmitted to the Attorney General for his information; and that an order be drawn upon the Treasurer in favor of William Bradford, jun'r, Esquire, for the sum of one hundred pounds specie, in part of his salary as Attorney General, for which sum he is to account. An order was drawn upon the Treasurer in favor of the Honorable Jonathan Hoge, for thirty-one pounds sixteen shillings specie, in full for his attendance in Council to the twenty-seventh instant, and his mileage. Council took into consideration the cases of Andrew Le Blanc, Lewis Collinet, and Samuel Preston; and Resolved, That warrants issue for the execution of the said Andrew Le Blanc and Samuel Preston, agreeably to the sentence of the Court of Oyer and Terminer, on Saturday the seventh day of May next. Ordered, That from the representations which have been made in favor of Lewis Collinet, he be pardoned, on condition that he immediately depart this State to foreign parts beyond the sea, and do not return to either of the United States of America. John Proctor and William Todd were offered as the securities of James Hamilton, a Deputy Surveyor, and approved. Samuel Miles and Samuel Wallis were offered as the securities of Thomas Tucker, a Deputy Surveyor, and approved.
