AN ORDINANCE

TO REGULATE ANEW THE PILOTAGE OF THE BAR AND HARBOR OF CHARLESTON, AND FOR OTHER PURPOSES.

Be it ordained by the Mayor and Aldermen in City Council assembled, 1. That the City Council of Charleston shall, on every first Tuesday in December, or at the next meeting thereafter, elect seven Commissioners of Pilotage, who shall serve until the next annual election; and every person so elected who shall refuse to serve as a Commissioner of Pilotage, shall forfeit and pay to the use of the city the sum of forty dollars; but no one shall be obliged to serve for more than one year in seven, or be liable to the said fine, for refusing to serve before the expiration of seven years from the time of his former election. And the Commissioners now in office shall serve until the next regular election, with such others as Council may, from time to time, appoint to fill vacancies.

2. The said Commissioners shall have power and authority to permit, at their discretion, any person to act as a limited licensed Pilot, or as a full licensed Pilot, of the Bar and Harbor of Charleston, and shall make such inquiries respecting him and his qualifications, as to the said Commissioners, or a majority of them, shall appear necessary and expedient: full licenses to entitle the holder to pilot vessels of any draught of water; limited licenses to pilot vessels of not more than twelve feet, or nine feet, to be expressed in the licenses, respectively. Provided, however, that before granting such license to any person, it shall be the duty of the Board to appoint three nautical men, to examine such applicant, as to his competency to manage or work vessels; and no license shall be granted to any person unless he receive the certificate of such examining committee of his capability.
