The United States Navy Regulations, 1920, article 74, provide that "all general rules and regulations for the guidance of, and all other general orders and general instructions to, persons in the Naval Establishment" shall be contained in certain publications. The publications mentioned in the above article include, under paragraph 1(h), "Manuals or circulars of instructions issued by any bureau or office." 2. The Regulations require, in article 74, paragraph 3(h), that "These manuals shall contain information and instructions which pertain to the bureau or office by which issued, and shall in no way alter or amend any provision of the Navy Regulations or of any Navy Department general order. The contents of such manuals shall have the force and effect of orders from the same source. Each such manual or circular shall be signed by the chief of the bureau or head of the office concerned." 3. Under the above cited authority the "Bureau of Yards and Docks Manual" is issued for the guidance of all persons in the Naval Establishment. Approved: CURTIS D.
