INTERSTATE COMMERCE COMMISSION.

4-48. Administration of safety-appliance laws. Issue of instructions and regulations relative to inspection and tests of railway locomotives and rolling stock. By Executive Order No. 1002, dated January 6, 1909, railways operated and cars used within navy yards, arsenals, etc., were specifically placed within the purview of the safety-appliance laws. This provision, however, was amended by Executive Order No. 1750, dated March 19, 1913, whereby the application of the safety-appliance laws to navy yard equipment was made discretionary with commandants, their action to be subject to the approval of the Chief of the Bureau of Yards and Docks. The instructions of the Interstate Commerce Commission are, therefore, not binding in the premises, but are nevertheless valuable for technical guidance. Publications of particular interest are "Safety appliance laws," with instructions for inspectors, and "Laws, rules, and instructions for inspection and testing of locomotives and tenders and their appurtenances."

CHAPTER 5.

PUBLICATIONS, STANDARDS, CIRCULAR LETTERS, STANDARD FORMS.

5-01. The bureau issues publications which are necessary for the information of the naval service and for the conduct of the bureau's business. The form of issue of certain of the data has been

standardized.

5-02. Publications for official use only or of a confidential or secret nature will be so marked, and must be issued and filed in accordance with Navy Regulations, article 123. Decision whether publications are to be classed "secret," "confidential," or "for official use only" rests with the chief of bureau. (Letter of Chief of Naval Operations, Oct. 6, 1922, Y. & D. file No. 180-1.) No publication will be marked "secret" or "confidential" without the approval of the chief of bureau or office concerned. Publications which are not secret or confidential will be marked "for official use only," when they contain information of such nature that it should only be divulged to the service at large. 5-03. Manual of the Bureau of Yards and Docks. leaf; changes issued as required. This manual is prepared and issued by the bureau as provided in articles 74 and 75 of Navy Regulations. It is intended to embody as fully as practicable information and instructions as to all matters of the bureau's internal administration and external cognizance. Procedure in the making of textual changes will follow the course laid down in Navy Regulations, article 74-2. Certain chapters of general interest to the naval service at large may be issued in pamphlet form to officers who are not furnished with the complete manual. Other chapters, applicable to special functions of the bureau, are issued as separate pamphlets as listed in the next two paragraphs.

5-04. Instructions for Operation of Central Power Plants. Forms a chapter of this manual; issued also in pamphlet form for convenience. Covers operation of central power plants, heating plants, and refrigerating installations.

5-05. Furniture Allowance List, Officers' Quarters. Forms a part of this manual; issued also in pamphlet form for convenience. Applicable to quarters for which the Bureau of Yards and Docks provides furniture.

5-07. Bulletin, Public Works of the Navy. Issued quarterly in pamphlet form. Contains notes of important instructions or statements of policy received from the Secretary of the Navy; notes on administrative matters; professional notes; descriptions of public works construction of interest to the Civil Engineer Corps and others; historical data as to professional matters pertaining to the public works of the Navy.

5-08. Annual report maps. For official use only; in binder, loose-leaf; revised annually or as necessary. Photolithographic reproductions of annual report maps of the principal navy yards and naval stations prepared in accordance with instructions in this manual.

5-09. Annual Report of the Chief of the Bureau of Yards and Docks. Issued annually in pamphlet form. Contains statement of principal operations during preceding fiscal year and recommendations in regard to Corps of Civil Engineers.

5-10. List of Appropriations. Issued annually, in bound tabular form, to navy yards and stations where Yards and Docks appropriations are expendable. Shows all active appropriations of which

the bureau has cognizance; printed as soon as possible after the annual naval appropriation act has been passed; contains the new appropriations and all previous appropriations not yet closed.

5-11. List of Real Properties Owned, Leased, or Occupied. For official use only. As required by Navy Regulations, article 426-6, the bureau maintains a list of all real properties owned, leased, or occupied for naval purposes. This list is duplicated and distributed within the service, but its issue is limited to those requiring the data for official use.

SPECIFICATIONS, STANDARD PLANS, AND INSPECTION INSTRUCTIONS, FOR USE IN CONNECTION WITH PUBLIC WORKS CONSTRUCTION.

5-12. General Provisions Forming Part of Public Works Contracts (Bureau of Yards and Docks Standard 1Y). Contains the principal clauses which are common to all public works contracts; revised as necessary and issued after approval by the Secretary of the Navy (Judge Advocate General).

5-13. Instructions Relative to Factory Inspection of Machinery and Material (Bureau of Yards and Docks Standard 2Y). Issued in connection with specifications for public works contracts in cases where inspection before shipment or at the factory is required. Designates procedure to be followed.

5-14. Specifications forming the basis of public works contracts. Prepared for each individual project; description of public works and public utilities construction, for use within the naval service in connection with bureau contracts and advertised for issue to bidders.

5-15. Use of standard specifications. Standard specifications as promulgated by the Federal Specifications Board will be utilized to the maximum extent possible in preparation of contract specifications and in the formulation and revision of bureau standards. The use of bureau and departmental standard specifications is enjoined upon those responsible for preparation of contract specifications as well as requisitions, as these standards not only embody the best experience and knowledge available but their use also results in uniform practice and simplifies many administrative details.

5-16. Bureau standard specifications for public works construction are distinct from the series of Navy Department standard specifications, apply solely to bureau work, and cover items
