PRESIDENT MCCLELLAND'S INTRODUCTORY ADDRESS

was then delivered as follows:

Members of the American Institute: It becomes my duty, and pleasure as well, to first speak my thanks for the distinguished honor you have done me by electing me your president. That I appreciate this evidence of your regard, you must feel assured, and it shall be my earnest endeavor to serve you with fidelity.

The prime object of our gathering is to advance the cause of our science, and to further the interests of this great national body, and I beg that you will join with me in every effort to this end.

There will be differences of opinion as to how this shall best be done. Yet if we will agree to differ where we cannot adjust our differences, we will be able to transact our affairs agreeably and expeditiously. As you are aware the regular scientific work of the Institute will be transferred to the Congress this year, all bureaus holding over till next year, when the regular reports will be presented.

The short sessions of the Institute, which will be held daily, will be devoted to such current business as cannot well hold over. To this business let us address ourselves as expeditiously as possible, and I therefore declare the American Institute of Homœopathy convened for the transaction of such business as may properly come before it. was offered by its Chairman, J. P. Dake, M.D., of Nashville, Tenn., and was accepted and referred to the Committee of Publication. The report simply stated that in the preparation of this programme and the work relating thereto, the committee appointed by the American Institute of Homoeopathy had co-operated with the committee appointed by the World's Congress Auxiliary, and that said programme, therefore, represents the nature of the committee's labors. Following is the programme:

RULES OF ORDER.

1st.-All Homœopathic physicians attending the Congress shall have equal rights as members.

2d.-The President shall appoint and announce at the first session of the Convention committees on Business and on Resolutions, of five members each.

3d. The Committee on Business shall consider and report such measures as it may deem necessary for promoting and expediting the work of the Congress.

4th. The Committee on Resolutions shall consider the subjectmatter of resolutions, and all other business that may be submitted to it, and shall report thereon at such times as the Congress may direct.

5th.-Addresses, except that of the President, shall not occupy more than thirty minutes in their delivery, and papers in each section not more than twenty minutes, except by general consent of the convention.

6th.-Members announced by the President to lead in discussions shall not occupy more than ten minutes. Other members participating in the discussion shall not consume more than five minutes. No member shall speak more than once upon any subject under discussion. The author of the paper shall have the privilege of closing the discussion thereon. Debate on any single subject shall be limited to one hour.

7th.-Presentation of reports on the condition and progress of

Homœopathy in foreign states and countries shall be limited to twenty minutes each.

8th.-Resolutions and motions having the effect of resolutions shall be read and referred to the Committee on Resolutions for acceptance. They shall be open for discussion when reported back by the committee.

9th. Reports and recommendations from the Committee on Business shall be first in order at the opening of each morning session.
