Tax List of 1674.

Whereas the Burgomasters and Schepens of the City New Orange notified us by a petition that they were become greatly indebted by the excessive expenses they had been compelled to make in fortifying this City and that they are daily importuned by some of their creditors to make payment, soliciting that some expedient might be invented from which these incurred expenses with others yet to be made to finish these fortifications might be liquidated, which request is founded in Equity, and having taken the same into serious consideration, we think that for the present time there is no remedy more efficacious and Equitable than that the money be raised by a taxation of the Wealthiest Inhabitants, as frequently has been put in practice in fatherland.

Wherefore it has been deemed necessary to order that a tax be levied on the property of this City without exception of any Inhabitants except those whose estates are estimated not to exceed the sum of one thousand guilders sewant value.* And in order that said tax may be levied in the easiest and least expensive manner. It has been resolved that it be levied and collected by six impartial men, viz two in behalf of the Government, two from the Magistrates and two from the Community in this City, and we have appointed for this purpose on behalf of the Government the member of Council Cornelius Steenwyck and the Secretary Nicholas Bayard, and from the Community Cornelis Van Ruyven and Oloff Stevensen Van Cortland, who with the Committee of the Magistrates to be appointed by them are authorized to execute the foregoing order and render to me a written report.

The first return made by the Commissioners under the foregoing order was dated February 9, 1674. The estimates at first made will be found in the first column of figures. They were subsequently revised, as shown in the second column, and a third and final revision, made pursuant to an order of the Governor, is shown in the third column. This valuation may be brought into present currency by estimating the florin at forty cents.
