XXXIX. The regular sessions of the Board shall be held on Mondays and Thursdays of each week, commencing at two o'clock, P.M.; but the Board may, by a majority of five members present, adjourn for a shorter or longer term.

XL. No standing rule or order of this Board shall be changed or rescinded, without one day's previous notice being given of the motion therefor. But any rule or order may be suspended, for a special purpose, by a vote of thirteen members.
