good order; they shall accompany their apparatus going to or returning from a fire, and when on duty at a fire, and not otherwise directed by the officer in command, shall remain by their apparatus. The Foreman shall cause to be kept by the officers and members of the force (serving in rotation as they stand on the roll) a proper and efficient watch day and night, so that at all times two men shall be on patrol in the neighborhood of the Engine or Hook and Ladder house, and one on watch in the house. Members doing such patrol duty shall report at the house hourly until relieved.

MISCELLANEOUS.

§ 13. Racing to or from fires is prohibited; and if the apparatus of the several companies proceed on the same street or avenue to or from a fire, they shall do so in single file.

§ 14. Crossing a line of hose when in use by a steam fire-engine is, un. less in cases of the most absolute necessity, strictly prohibited.

§ 15. The officer in command shall precede his apparatus in going to or from a fire.

§ 16. No officer or member of the force shall appear on duty except he be properly clothed in the uniform prescribed for the Department; nor shall any officer or member of a Fire Company appear at a fire without his fire-cap.

§ 17. No spirituous or intoxicating liquors shall be allowed on the premises of any Metropolitan Fire Company, nor shall any game of chance be permitted thereon.

§ 18. No officer or member shall use profane, immoral, or indecent language in or about any Engine or Hook and Ladder house, or while at, going to, or returning from a fire; nor shall any officer or member visit places where intoxicating liquors are sold while in the uniform of this Department.

§ 19. Officers of companies, after a fire, having hose which does not belong to them, shall return the same to the company to whom it belongs.

§ 20. The Driver, Engineer, and Stoker may ride on the engine, and the driver and one man on the tender, in going to or returning from fires, and no more; and the officer in command will be held responsible for a violation of this rule.

§ 21. Ingress and egress to and from fires, through the police lines, shall be made as near the centre of the street as practicable.

§ 22. No officer or member shall be entitled to pay for less than fifteen days' service. All appointments shall, so far as practicable, be made to date from the first or fifteenth of each month, and any member desiring to resign shall give written notice thereof at least five days previous to the time of such intended resignation.

§ 23. All charges for violating the rules of this Department, or neglect

of duty, against officers or members of this Department, Bell-ringers, or Telegraph Operators, shall be made to this Board in writing.

§ 24. Violation of any of the rules of the Department shall be punished by fine, suspension, or dismissal, as the Board may direct.

§ 25. Attachés of the Chief's office, and workmen at the repair-shop and yard, may, for neglect or inattention to duty, be dismissed by the Chief Engineer, subject to the approval of the Board.

§ 26. Permits of absence from duty can only be granted to the Chief Engineer by the Board of Commissioners; to the Assistant Engineer and the Engineers of districts, by the Chief Engineer; to the Foremen of companies by the Engineer of the district; and to the Assistant Foremen and subordinate officers and men, by the Foremen of the several companies; such leave of absence, however, not to extend beyond twelve hours of the day on which it is granted without special authority of the Board.

§ 27. No officer or member of this Department shall receive any fee or reward for extraordinary services rendered as a fireman, without special permission of the Board, nor shall any officer or member ask, demand, or receive from any person or persons pay for services rendered or required in the performance of his duty as a fireman.

§ 28. Members of the force, on resignation or dismissal, will immediately surrender their copy of rules and regulations, with their device for the cap, buttons, and all other insignia of office in their possession belonging to the Department.

TELEGRAPH.

§ 29. The Superintendent of Telegraph shall have the care and management of all the telegraph lines and instruments, and shall keep and maintain them in working order. He shall exercise supervision over and prescribe the duties of the Telegraph Operators, Lineman, and Battery Boy in his office, and over the Bell-ringers at the bell towers.

SUPERINTENDENT OF HORSES.

§ 30. The Superintendent of Horses shall have general supervision and direction in the care and management of all the horses belonging to the Department, giving such medical and surgical attention as may be required. He shall also act under the direction of the Commissioners in the purchasing of horses for the Department.

PERSONS TO BE ADMITTED AT FIRES OTHER THAN MEMBERS OF THE FORCE.

§ 31. The Fire Marshals shall be designated by a fire-cap with the words "Fire Marshal" on front, or by a black patent-leather hat-band, with the words "Fire Marshal" in white letters thereon.

§ 32. Superintendent and inspectors of unsafe buildings, and inspectors of gas, will be designated by a black patent-leather hat-band, with the title of their respective offices in white letters thereon.

§ 33. Reporters for the press will be designated by a metal badge, with

the name of the paper and the word "Reporter" engraved thereon; the same to be worn on the outside of the coat.

§ 34. The President and Secretary of each Fire Insurance Company shall be designated by an oval silver badge, to be worn upon the outside of the coat, on the left breast, with the name of the company to which they are attached, and the title of the wearer engraved thereon. The Superintendent of Insurance Patrol shall be designated by an oval silver badge, to be worn on the outside of the coat, on the left breast, with the name and title of the wearer engraved thereon. Officers and members of the Insurance Patrol shall be designated by a red fire-cap with number and initials of wearer in front; or a red leather hat-band, with the letters I. P." and the number in white or gilt letters on front thereof. But no such badge or insignia shall be recognized unless the name of the person wearing the same shall be filed with and be duly authorized by the Committee on Appointments and Discipline of the Board.

§ 35. All the Engineers and companies composing this Department shall be furnished with a copy of the rules and regulations, and it shall be the duty of the officers and members to conform to all the duties herein required, and all orders of the Chief Engineer.

The foregoing rules and regulations shall affect the companies organized for duty in the suburban districts only so far as applicable.

FIRE ALARM TELEGRAPH.

General Directions.

On the breaking out of a fire, notice should be immediately communicated to the nearest Alarm Station, the location of which is hereafter indicated.

The locality of a fire will be indicated on the gongs in the Engine and Police Station Houses, and upon the fire bells, by the striking of blows corresponding to the number of the Alarm Station, or locality nearest to the fire.

EXAMPLES.-Two strokes-an interval-then three strokes, indicates 23 (twenty-three), which will be repeated at longer intervals, and will give notice of a fire in the vicinity of the Engine-house, Henry street, near Gouverneur street.

123 (one-two-three), given in the same manner, will indicate a fire in the vicinity of Old slip and Water street.

The fire bells below Twenty-third street will not be struck for fires occurring above that boundary.

The fire bells at the towers in Thirty-third, Fifty-first, and Eighty-fifth streets will not be rung for fires below Fourteenth street; signals, indicating the localities hereinafter mentioned, will be struck upon those bells instead of districts as heretofore.

The hours of 9. A.M., and 9, P.M., on Sundays, and 12, M., and, 9 P.M., each week day, will be struck upon the fire bells of this city, the time being given from a clock at the Central Telegraph Office.
