and they are hereby authorized and directed to pay the Amounts due amount due to collectors and toll-keepers on the several on 1st Jan. lines of the Pennsylvania canal, on the first day of January, 1833. one thousand eight hundred and thirty-three, out of any moneys arising from tolls on said canal, which sums so paid shall be refunded when money shall have been provided to meet the deficiency for the payment of collectors and lockkeepers.

Relative to the use of the water of the river Delaware.

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania, in General Assembly met, That the commissioners appointed, or to be appointed, in Comm'rs. unpursuance of the resolution passed on the tenth day of April der former last, be, and they are hereby authorized, to report how the resolution inobstructions in the river Delaware may be obviated, having vested with due regard to a safe and convenient navigation of the river, powers. and the use of the waters thereof for actual or contemplated improvements, without injury to the said navigation.

RESOLUTION

Relative to the free use of the Louisville and Portland canal.

WHEREAS, the navigation of the river Ohio is of great importance to the people of Pennsylvania, and every proposition to improve it should receive the favorable consideration of their representatives; And whereas, the Legislature of Pennsylvania have learned that a bill has been reported in the Senate of the United States for the purpose of enabling the General Government to open the Louisville and Portland canal in the state of Kentucky, and render the same free for the passage of boats and other craft that may ascend or descend said river; And whereas, if this purpose should be effected, a great difficulty that now exists in the navigation of the said river would be obviated, and the interests of the citizens of this state, concerned in the western trade, would be thereby greatly promoted, and the general prosperity of the Commonwealth advanced; Therefore,

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania, in General Assembly met, Free passage That the Senators and Representatives in Congress from this state, be requested to use their best exertions to obtain the passage of a law to enable the General Government to open and render free for the passage of boats and other craft, the Louisville and Portland canal.

Relative to the distribution of the proceeds of the Public Lands of the
United States.

WHEREAS, the period is fast approaching, when by means of the revenue arising from bank stock, the duties on im

ports and the public lands, the national debt will be extin- Preamble reguished, and there will be a surplus in the national treasury, lative to the after defraying the ordinary expenses of government: And public lands. whereas, the United States acquired their title to, and jurisdiction over, the public lands, by the cessions of several of the states, made for the common benefit of the Union, and by purchase, out of the funds of the general government; and the said lands thus acquired, form a part of the national stock, and furnish an important branch of the public revenues, applicable to the relief of the public burdens: And whereas, on the extinguishment of the public debt of the United States, the revenues drawn from the sale of the public lands will be no longer required for the purposes of the general government, and it is right and proper that they should be distributed among the several states: And whereas, the distribution of the surplus proceeds, arising from the sale of the public lands, involves a question of national property and national policy, on which it is proper for the constituted authorities of the state to express an opinion; Therefore be it

RESOLUTION

Relative to the division line of Union and Lycoming counties.

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylnania, in General Assembly met, That Joseph F. Quay of Centre county, and James F. Murray and David Rockefeller of Northumberland county, be and they are hereby appointed commissioners to run and mark the division line of Lycoming and Union counties, agreeably to the provisions of the twenty-fifth and twentysixth sections of the act of the fourth of May, one thousand eight hundred and thirty two, who shall proceed to perform the duties therein required, on or before the first day of October next, and whose report, when made and filed agreeably to said act, shall be final and conclusive; the daily Pay of com pay of said commissioners, together with the incidental expenses necessarily incurred in the performance of their duty, shall be paid equally by the said counties of Union and Lycoming, in the usual manner.

Relative to the Columbia rail road, at Lancaster.

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania, in General Assembly met, That the time granted to the corporation of the city of Lan- Time granted caster, to change the location of the Philadelphia and Columbia rail road, between the Little and Big Conestoga bridges, be, and is hereby extended beyond the first day of April next, unto such future period as shall be fixed upon by the canal commissioners, and may by them be deemed early enough to prevent any impediment to the final completion of said road; and the city authorities shall have the same privileges to enter upon and take possession of lands and tenements through which said road passes, during the extension of time aforesaid, as they now have.

Resolved by the Senate and House of Representatives of the Commonwealth of Pennsylvania, in General Assembly met, That the president, managers, and company for erecting a Company to bridge over the river Susquehanna, in the county of Lancas lay rails on ter, at or near the town of Columbia, shall cause to be laid on bridge. said bridge double tracks of rails, adapted to the passage of such cars as may be used on the Philadelphia and Columbia Canal com'rs. rail road, and it shall be the duty of the canal commissioners rail road - to connect the said rail road with the tracks laid upon said therewith.
