PRESIDENT'S ANNUAL ADDRESS

PRESIDENT OF THE ASSOCIATION.

Gentlemen of the Texas Bar Association:

The By-Laws of the Texas Bar Association provide:

"The President shall open each meeting of the Association with an address, in which he shall communicate the noteworthy changes in statutory and constitutional law, and especially such changes as affect the development and progress of the law and the administration of justice."

Since the last meeting of this Association, there have been held sessions of the Federal Congress and the Legislature of the State of Texas, at which the hereinafter mentioned noteworthy changes in statutory law have taken place; and an amendment to the State Constitution has been adopted by a vote of the people.

FEDERAL LEGISLATION.

It is believed that the following eight enactments of the last session of Congress will comprise all that would be proper to be noticed in this address:

(1) A new division of the Eastern Judicial District of Texas was constituted out of the counties of Bowie, Franklin and Titus; and the terms of the Circuit and District Courts of the United States, for said district, were required to be held twice in each year
