For this purpose the Adjutant General is authorized to employ such extra clerical assistance and procure such blanks and stationery as may be necessary in the preparation, compilation, comparing and proof reading, necessary to secure historical and typographical accuracy. The distribution of said volumes when published shall be made under the supervision of the Adjutant General, in the same general manner now adopted for the distribution of "Michigan in the War" under section three, act two hundred forty-eight, public acts of eighteen hundred eighty-seven. One regimental volume to the applicant of the organization in which he served as follows: Any person who served in any Michigan regiment, battery, company or detachment during the Civil War, and has been honorably discharged, or any person who served in any regiment, battery or company from any other state, or in the regular army, or in the navy, properly accredited to the State of Michigan, and has been honorably discharged, or if such person be dead, then his widow if living, or if she be dead, then his father if living, if he be dead, then the mother of any such person, or if she be dead, then to his eldest child, if any there be; and any such person who is still in the service, shall be entitled to receive one copy of said work, on application and identification to the Adjutant General, and if the application for such copy be not made in person by depositing with the Adjutant General necessary postage to cover the expense of sending such book. Also complete sets to adjutants general of other states, and to state and United States public libraries upon application, and to such other libraries in this State as the Governor may approve, and may be purchased by any other persons who may apply at cost of publication. SEC. 3. So soon as the work of preparation and compilation of the historical records herein provided for shall have progressed sufficiently near completion to enable printers and binders to make accurate estimates of the cost of publication, the Adjutant General shall serve a written notification of that solicit bids. fact on the Board of State Auditors; upon such notification, at Board to the earliest practicable moment, the Board of State Auditors is hereby directed to solicit sealed bids for the publication, printing and binding of forty-five thousand volumes of "A Record of Michigan Soldiers and Sailors in the war of the rebellion, eighteen hundred sixty-one to eighteen hundred sixty-five," and give public notice of the time and place for receiving such bids and the requirements of the contract in accordance with this act by publishing the same in such paper or papers, and for such a period as will in the judgment. of the board bring the subject to the attention of the several prominent publishing houses in this State: Provided, That Proviso. the cost of such work complete shall not exceed fourteen thousand dollars for the printing, binding and delivery of the entire edition herein provided for; and the standard of excellence in quality of material, style of binding, typography and style of printing shall be equal to that used by the state of Massachu setts in its recent publication of "Massachusetts' Soldiers and Sailors of the revolutionary war," copies of which are now on file in the Adjutant General's office of this State: Provided, Further profurther, That the apportionment of the copies of the different regimental volumes of the edition of forty-five thousand volumes herein provided for, shall be in the same relative proportion as the total enrollment of the organizations represented in any single volume, bears to the total enrollment of the entire edition as provided for in this act; for which purpose the Adjutant General shall direct the preparation of, and furnish the Board of State Auditors with a comprehensive table of data, showing the total enrollment of the organization, and the total number of printed pages intended for each volume, and the apportionment of the total number of copies to each of such volumes, for the guidance of bidders for the contract of publishing such work. viso. SEC. 4. Each bidder shall deposit with the State Treasurer Bidders to before making his proposal, the sum of five hundred dollars, to make deposit. be forfeited to the State in case he shall fail to make the contract in accordance with this act, if the Board of State Auditors shall declare him to be the successful bidder, and shall take a receipt from said treasurer and deposit the same with his proposal. The successful bidder shall make a contract according to the terms of his proposal and the provisions of this act, which shall be made and considered part thereof. Within thirty To give bonds. days after notice that the same is accepted, he shall also file with the State Treasurer a bond in the penal sum of two thousand dollars, conditioned upon the faithful performance of such contract within the stipulated time in all particulars, with at least two sufficient sureties, to be approved by the Secretary of State. If the successful bidder shall fail to complete his contract or shall forfeit the same for any cause, the said board shall relet the contract as soon thereafter as practicable in the manner provided by this section, and said contractor shall also pay to the State all expenses thereof, and When board may re-let contract. 188 Appropria- How used. There is hereby appropriated for the fiscal year end ing June thirty, nineteen hundred four, to carry out the provisions of this act, the sum of twenty-two thousand three hundred fifty dollars, by purposes and amounts as follows: For advertising, necessary stationery, blanks, abstracts of necessary information from the departments of the federal government and other sources of authentic information that may be found necessary during the progress of this work to supplement, correct or complete the record of soldiers and sailors in the Adjutant General's department, three hundred dollars; for clerical services in the Adjutant General's department necessary for transcribing, compiling the individual records, and the preparation and delivery of copy of same to the publishers, six thousand three hundred dollars; for proof reading and revising printed proofs of said work, four hundred dollars; for publishing, binding and delivering the completed volumes of the entire edition to the Adjutant General, fourteen thousand dollars; for suitable paper for the printing of this work, which shall be furnished by the Board of State Auditors for this purpose, one thousand three hundred fifty dollars: Provided, That the Auditor General may audit vouchers for clerical services in the preparation of the copy for this work from time to time upon the certificate of the Adjutant General, to an amount not exceeding one thousand five hundred seventy-five dollars, but no further vouchers for the preparation of the copy for this work shall be audited by the Auditor General until a tabulated statement, prepared and sworn to by the Adjutant General, is filed with the Auditor General, showing that one-fourth of the copy for this work is fully prepared and ready for the publishers, and when an additional one thousand five hundred seventy-five dollars of vouchers are audited by the Auditor General, similar statement under oath from the Adjutant General shall be required before the Auditor General can audit vouchers amounting to more than three thousand one hundred fifty dollars. A similar statement for the third one thousand five hundred seventy-five dollars and the fourth one thousand five hundred seventy-five dollars of vouchers shall be required before the Auditor General is permitted to audit the same, the intention being to insure the preparation of the copy for the entire number of regiments when the appropriation is exhausted. There is hereby appropriated for the fiscal year ending June thirty, nineteen hundred four. for the Michigan Asylum for the Insane at Kalamazoo, the sum of sixty-seven thousand five hundred eighty-seven dollars, for purposes and amounts as follows: For the erection of one detached building for men, of sufficient capacity to accommodate not less than seventy-four patients, forty-nine thousand five hundred dollars; for furnishing one detached building for men, three thousand dollars; for the construction of an addition to the existing boiler house, including flue connections and the erection of a new chimney, including the foundation, seven thousand and seventy-four dollars; for the construction of an addition to the existing coal shed, one thousand five hundred twenty-one dollars; for the purchase of two new boilers, including the setting and connecting of the same. six thousand four hundred ninetyProviso as to two dollars: Provided, That if the amount designated in this section for any one of the purposes stated be insufficient to complete the work or purchase, any surplus remaining after the completion of the other work or purchase specified in this section, may, by obtaining the consent of the State Board of Corrections and Charities and Auditor General, in writing, before any expense in excess of the specific appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent of this proviso being to make the entire sixty-seven thousand five hundred eighty-seven transfer of funds. |
