PREFACE TO THE SECOND EDITION. SINCE the First Edition of this Book was issued, the use of Motor Cars has increased to such an extent that Parliament has found it necessary to amend the Laws relating to them. The Motor Car Act of 1903, while increasing the maximum rate of speed at which a Motor Car may be driven, introduces a number of provisions which in effect deal with cases of negligent and careless driving, and provides for the identification of Motor Cars, their owners and drivers, for registration, and for licensing. Fresh Regulations have been issued by the Local Government Board, which repeal those previously in force under sect. 6 of the Act of 1896. The new Act and the new Regulations, so far as they have been issued at present, are fully dealt with in the text, and are set out in full in the Appendix. |
