For your perusal, I am enclosing a copy of a recent paper I did regarding the De Concini Condition and the repercussions that could happen because of Panama's understanding in their instrument of ratification of the Panama Canal Neutrality Treaty.

I was wondering why didn't President Carter make Panama withdraw this understanding that was contrary to the De Concini Condition? I would appreciate your comments on it.

Senator. Is David still working on the Hill?
