The effect of the loss due to the extended remedial work
in Brazos A-76 Offshore Texas, has been removed from
the statistical base since this was such an unusual

situation.

The average seasonal percentages have been used for the
period May, 1975 and on. In the winter period, 1% has
been added to the results of the statistical analysis be-
cause the two winters in the base have a combined average
temperature in the production area higher than normal.

Volumes lost due to hurricanes have been removed from the
statistical base.

General

We believe that this forecast may be conservative in the projection of gas supply available for market. If there should be more gas available, it, of course, will be used to increase the entitlement. The supply and entitlement will be monitored continuously, and appropriate action taken promptly. While we have not projected the occurrence of a hurricane in the fall of 1975, all parties should be aware of the possibility of having at least one hurricane or tropical storm that would drastically disrupt our gas supply for a short time. In the event of such an occurrence, Transco would be forced to increase the curtailment (decrease the entitlement) to cover the loss of supply occasioned by the storm. Listed below is the record of hurricanes and tropical storms that have disrupted our supply over the last six years with the volume of production lost by the storm.

On January 29, there was a fire on Superior Vermilion Block 71-A Platform which caused a loss of approximately 21 MMCF/D. The platform was restored on February 10, and substantially full volumes were taken into the system by February 11, 1975.

Brazos A-76 production was restored to service on January 20, 1975. For the first eleven days of February, the flow has averaged 65 MMCF/D on a dispatch basis.

Mr. RAABE. At the bottom of page 2 you will see that in the last 6 years there have been seven hurricanes in the gulf, five of which occurred in September. I believe one in June which was of a shorter duration. I just point it out as being the hurricane season.

Mr. OLIVER. What was the time interval on these storms?

Mr. Moss. In the 5 years, if you refer to the listing at the bottom of page 2 of the document placed before you bearing the date of February 13, 1975, they list a series of storms spanning the period from 1969 through 1974. It is noted that five of those storms occurred during the month of September.

Mr. OLIVER. Yes. But I see that Celia has not been put on here. It was August 3, 1970, Corpus Christi.

I believe this document is not complete. I lived in Corpus at that time. That is why I know.

Mr. Moss. The document is complete. Whether it represents a complete record is another thing. But the document is from the files of Transcontinental Gas Pipeline Corp. I can assure you it is complete. Mr. OLIVER. I accept your correction, Mr. Chairman.

Mr. RAABE. Mr. Oliver, somewhere during the summer of 1974 you were estimating that the workover would take 90 days; it that correct? Along in July and August you were estimating that the workover would take 90 days.

Mr. OLIVER. That is correct.

Mr. RAABE. So that once the workover commenced in September it appeared to be almost a virtual certainty, didn't it, that the workover would be extended beyond the good weather season and into the winter season of Transco on November 16.

Mr. OLIVER. Yes. From September 20; 90 days would have put it up to December 20.

Mr. RAABE. I will continue with you for a while, Mr. Oliver.

According to your testimony before the FPC one of the main reasons the workover could not begin before August or September was because of the unavailability of a workover rig. Isn't that correct?

Mr. OLIVER. Yes, that is correct.

Mr. RAABE. Did Walker-Huthnance Co. actually perform the workover on A-76?

Mr. OLIVER. Yes, they did.

Mr. RAABE. Didn't Mr. Huthnance himself visit A-76 on July 26, 1974. to survey the platform to determine whether his rig 23 would be capable of performing the workover?

Mr. OLIVER. Yes, that is correct.

Mr. RAABE. Mr. Chairman, I would ask at this point that the flight log from Petroleum Helicopters for July 26, 1974, showing Mr. Huthnance's visit to the platform be included in the record as exhibit
