An order was drawn, on Mr. Nesbitt, in favour of Robert Smith, for £500, for the Purpose of Building Chevaux de Frize, & other works at Billingsport, to be Charged to his acco't.

An order was drawn on Jno. M. Nesbitt, Esq'r, Treasurer, in fav'r of Sam'l Morris, Esq'r, for £500, for the purpose of Purchasing Logs, &ca., for Building Chevaux de Frize at Billingsport, to be charged to his account.

Joseph Ferree, Esq'r, of Germantown, was directed to deliver Doct'r Harris One Ton of Salt Petre out of the Stores under bis

care.

An order was drawn on Mr. Nesbitt, in favor of Doctor Harris, for £50, to be charged to his account.

Capt. William Richards was directed to deliver Mr. Robert Smith, for the use of the works at Billingsport, to be charged to Congress.

Mr. Robert Towers, Commissary of Stores, was directed to deliver Capt. David Howell 5 Muskets, & Messrs. Dehaven, & Co., to deliver Capt. Howell 6 Riffles for the use of his Company, of Col. Thomas's Battalion of Philad'a County.

Capt. Robert Culberson £1 14, for Repairing arms belonging to his Company, of Col. Armstrong's Battalion.

Col. Robert Peebles for an order drawn by James Pollock & Samuel Laird, Esq'rs, Commissioners of Cumberland County, for Two Hundred Pounds, being in part for 100 muskets made by Col. Peebles, to be charged to said Commissioners.

Capt. Peter Hoffnagle £58 10 0, for arms Purchased for the use of his Company, of Col. George Ross' Battalion of Lancaster County, to be charged to the Col.

Mr. John Stelwell £23 11 6, being for Expenses in saving Powder out of the Brig Nancy, paid by Capt. Wm. Pollock.

Resolved, That Mr. Rittenhouse make application to the Paper makers to supply the Commissary with a Quantity of Musket Cartridge Paper.

A Present Scarcity of Cartridge Paper, makes it necessary for this Board to recommend to the Printers in this State to spare a Quantity of Paper to our Commissary, Robert Towers, Esq'r, for the Purpose of making Cartridges.

An order was drawn on Jno. M. Nesbitt, Esq'r, Treasurer, in favour of Thomas Savage, for £400, towards erecting & carrying on the Salt works on Tom's River in Now Jersey, for the Service of this State.

Whereas, a dangerous Riot was excited this Day, at or near the Barracks of this City, and at the same Time great Violence and Abuse offered to the Family of Mr. Lawrence Fegan, whereby his Wife was wounded, his House robbed, and his Property destroyed to a great Amount;

In order to discourage such wicked and mischievous Practices for the Future, and to bring the offenders to condign Punishment, the Council of Safety hereby offer a Reward of Fifty Dollars to any Person, who shall apprehend and convict the Ringleaders and Perpetrators of the above mentioned Riot and Robbery.

The Board then adjourned to 3 o'Clock, P. M., at which time the following members met:

Jno. Maxwell Nesbitt, Esq'r, was directed to pay the following accounts, vizt:

Capt. James Murry, £6 6 0 for Canteens, &ca., for his Comp'y of Col. James Bird's Battalion, Lancaster County, to be charged to the Col.

The Council having heard the complaints made against Commodore Samuel Davison, with the proofs brought to support them; →→

and taking into consideration the situation of the Naval armaments belonging to this State, are of opinion, that most of the Charges made against the said Samuel Davison are frivolous, and discover a dangerous Spirit of Licentiousness amongst the other Officers, inconsistent with The Duty they owe their Country, and not to be justified on Military Principles, which exacts a due Obedience at all times to the orders of superiors; But as it appears to the Council that the Officers of the Fleet in General, have not that respect for, nor Confidence in, the said Samuel Davison, which is absolutely necessary to give Vigour and Efficacy to the Command, and that notwithstanding the Known merit of said Davison, yet the charge of Incompetency to so important a Trust is not altogether without foundation; It is therefore

Resolved, That the said Samuel Davison, Esq'r, be no longer Continued in the Command of the naval armament of this State, and he is accordingly dismissed from the same.

Resolved, That Capt. Henry Dougherty be appointed to the Command of the Galley building at Kensington, by Mr. Williams,

and that she be called the Delaware.

Resolved, That Capt. John Rice be appointed to the Command of the Galley called the Convention.

Agreeable to a Resolve of the Honorable Congress, & by direction of the Board, the following Commissions for Privateers were granted, vizt:

To John Hamilton, Commander of the Brig't General Mifflin, of 12 Carriage Guns and 90 men, owned by John Cox, John Chaloner, &ca.

To Charles Ferguson, Commander of the Brig't General Putnam, of 12 Carriage Guns and 90 men, Owned by Matthew Irwin, Benjamin Harbeson, &ca.

Thomas McHenry £35 14 0, for Cartouch Boxes & Bayonet Belts, deliver'd Mr. Commissary Towers.

Capt. Benjamin Savage, the Balance of Milage for his Company £5 93, (he having left orders for £2 13 6 on the Road,) to be charged to Congress; also, £8 9 6 for arms for his Company of Col. Smith's Battalion, to be charged to y'e Col.

Capt. McCandles 14s 1, for Milage for 2 men of his Company, distance 85 miles, to be charged to Congress.

John Martin for dieting 3 Companies of Militia on their March to Camp £77 9, to be charged to Congress.

Michael Holman £5 4 0, for repairing arms, &ca, belonging to Capt. Elijah Davis' Company of Col. David Thomas's Battalion, to be charged to the Col.

Mr. Robert Jewele £2 12 6, for support of 3 prisoners in the State Prison.

Conrad Pegeon £9 0 9, for repairs at the Barracks.

An order was drawn on Michael Hillegas, Esq'r, Treasurer to the Congress, in favour of John M. Nesbitt, Esq'r, Treasurer to this Board, for 70,000 Dollars, being the residue of 100,000 Dollars lent by Congress to this State.

An order was drawn on John M. Nesbitt, Esq'r, Treasurer, in favour of Mr. Owen Biddle, for £100, to be charged to his ac

count.

Mr. Robert Towers was directed to deliverd Messrs. Jos. Sherer, Geo. Dollinger, and Casper Stoever, jun'r, for the use of the Frontiers of Lancaster County, 300 lb. of Powder & 900 lb. of Lead, and to deliver to Peter Spyker, Esq'r, Messrs. Charles Shoemaker, & Herrenonimus Henning, 300 Hb. of Powder & 900 lb. of Lead, for the use of the Frontiers of Berks County.

An order was drawn on Jno. M. Nesbitt, Esq'r, Treas'r, in fav'r of Capt. Hazlewood, or his son, for £20, on acco't of the Fire Rafts, to be charged to Capt. Hazlewood.

Mr. Robert Towers, Commissary, was directed to deliver Mr. Gustavus Resberg, Assistant D. Q. M. General, for the Flying Camp, One Ton Riffle Powder, one Ton of Cannon Powder, & Lead in Proportion, to be forwarded to General Washington at New York.

John M. Nesbitt, Esq'r, Treasurer, was directed to Pay John Jones £9 18 3, for dieting Troops on their March towards Camp, to be charged to Congress.

Messrs. Dehaven & Carter were directed to deliver Col. Bird, of Lancaster County, 12 Stand of Arms.

Mr. Robert Towers was directed to deliver to Col. Bird, of Lan caster County, 15 Cartouch Boxes.

Directions were given to Jno. M. Nesbitt, Esq'r, to send a Number of Arms and a Quantity of Powder belonging to him, now at Egg Harbour, by Waggons, to the Camp at Amboy, and this Board engage to pay the Amount & Expences Incurred.

Resolved, That the Commanding Officers of the Troops now in this City, be directed to proceed with all their Men to Amboy, either by Land or Water, to-morrow Morning, without any exception, and not to waite for any Arms or Accoutrements, as care will be taken to supply them when they arrive at Camp. The Necessity which gives occasion to the present orders is such that nothing will detain any men that are Properly attached to the Cause.

An order was drawn on John M. Nesbitt, Esq'r, Treasurer, in favour of Arthur Donaldson, for £200, towards the Floating Battery now Building under his direction, to be charged to his Account.

Mr. Benjamin Harbeson was ordered to deliver to Colonel Ferree, of Lancaster County, 8 Camp Kettles, for the Use of his Batt'n, and to deliver Major Ewen 27 Ditto, for Col. Porter's Battalion.

Commissions were filled up for James Whitehead & George Shaffner, Gentlemen, as Ensigns in Col. Sam'l John Attlee's Battalion of Musketry, and dated the 19th Instant, (August).

An order was drawn on John Maxwell Nesbitt, Esq'r, Treas'r, in favour of Capt. Wm. Richards, for £400, to be charged to his Acco't.

An order was drawn on Jno. M. Nesbitt, Esq'r, Treas'r, in fàvor of Lieut. Matthew Hand, for £30 for the purpose of Inlisting Men for the Flying Camp, to be charged to his Account.

An order was drawn on Jno. M. Nesbitt, Esq'r, Treas'r, in favor of Samuel High, one of the Commissioners of Berks County, for £600, on Account of Arms making in that County, to be charged to the Commissioners.

Mr. Robert Towers, Commissary, was directed to deliver Major Ewin 100 Stand of Arms for the Use of Col. Porter's Battalion, of Lancaster County.

John Maxwell Nesbitt, Esq'r, Treasurer, was directed to pay the Following Accounts, vizt: Capt. John Withers, of Col. Jno. Ferree's Batt'n, Lancaster County, for Arms Purchased for the use of his Company, to be charged to the Collonel.

Capt. Andrew Bean £103 15 0, for Arms purchased for his Company, to be charged to Col. Ferree.
