person or persons that are willing to engage in procuring Sulphur for the public use."

Resolved, That the Commodore send such Officers as he shall think proper, to recruit Seamen and able-bodied Landsmen for the Naval Service of this Province, to such place as he shall judge most likely to get recruits.

That the Recruiting officer be allowed twenty Shillings week each, for their expences, and ten shillings per Man for every Recruit, in lieu of all recruiting charges, and ten Shillings per Week for each Man's Subsistance, until they are brought to this City & supplied by the Commissary, and that each Officer be furnish'd with a Copy of the Resolves of this Committee Relative to the pay & bounty of the Men.

Resolved, That agreeable to authority Deligated to this Board by Congress, one-half of the Officers, prisoners of War, who are or have been, by any former order, station'd in the Burrough of Lancaster, be removed to the Town of Carlisle, and the other half removed to the Town of York, and that the Committee of Lancaster take order in this matter, and have full authority to make the arrangement, according to their best judgment.

Resolved, That Colo. Roberdeau draw up a Letter to the Committee of Lancaster, Cumberland & York Countys on this subject, and furnish them with the resolution of Congress and this Board, respecting the disposition of the Officers ordered to be removed, agreeable to the Resolution of this day; also with a form of the parole said officers are to take.

Mr. Thomas Holland having resign'd his appointment in the 4th Battalion of Penn'a Troops, in the service of the United Colonies,

Resolved, That Michael Ryan be appointed Adjutant to the 4th Battalion in the place of the said Holland.

Resolved, That the Commissary be directed to deliver to Captains Richards, Falconer, & Reed, the Committee appointed by this Board

for fixing Signals, such Guns, Ammunition, and Implements, as they shall require for that service.

By order of the Board, an order was drawn on Jno. Nixon, & others, the Committee of accounts, in favour of John Cobourn, for £ 150, he being employed in sinking the Chevaux de Frize.

By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of accounts, in favour of Capt. John Rice, for £ 150, he being employed in sinking the Chevaux de Frize.

Resolved, That Capt. Rice be employed to take the Chevaux de Frize, when launched at Gloucester, and sink them in their proper places near Fort Island; and that he be authorized to procure any thing for the purpose, hire persons under him, on the best and Cheapest terms, and that he draw on this Board for the Expence. Resolved, That Capt. Thomas Proctor of the Artillery, be allow'd 26 dollars per Month.

By order of the Board, John M. Nesbitt, Esq'r, was directed to settle with Capt. Procter, & pay him 26 & Dollars per month for his own pay, from the date of his Commission to the first inst.; and also 2 Months' pay of 2 Serjeants at 10 Dollars, 2 Corporals at 9 Dollars, & 23 privates at Six Dollars per month, from the first of Jan'y to the 29th Feb'ry inclusive.

Upon application of Colo. Shea for some Firelocks, for the use of the Troops under his Command, for mounting the necessary Guard to this City, By order of the Board, Robert Towers was directed to deliver Colo. Shea 24 firelocks for the said purpose, taking his receipt for the same, to be return'd in good order on demand.

Upon application of James Chapman & Jno. Vandegrift, of Bucks County, for the payment of Arms, &ca., to be furnish'd by that County for the use of the Province, By order of the Board, an order was drawn on Mich'l Hillegas, Esq'r, Treasurer, in favour of said Vandegrift, one of the assessors, for £ 500.

Resolved, That the Commodore require every Captain of the armed Boats immediately to furnish this Board with the Indents which they lately produced to Mr. Nixon & Captain Whyte, and for that purpose send down to the Captains at Liberty Island.

Colo. Shea this day reported to the Board that Capt. Melchor declined accepting of the Commission of Captain, lately granted to him in the third Penn'a Battalion.

Upon application made to this Board by the Colonels of the several Battalions of this city for the use of the arms and accoutrements now in the possession of the Commissary,

Resolved, That the Commissary distribute 215 Provincial arms now under his care, and a like number of Cartridge Boxes and Bayonet Belts, equally between the four Battalions in this city, taking Receipts of their several Colonels for the same, and the Colonels are requested to deliver them to their several Captains, for the use of their Companies, which arms & accoutrements are to be returned to the Captains and kept in a proper place, immediately after they are discharged from duty, that they may be allways ready to be delivered to the order of this Board.

Lewis Nicola, Barrack Master, was this day directed to deliver Colo. St. Clair & the other officers of the Battalions, what necessarys they may want belonging to this Province that are under his care at the Barracks, taking Receipts for the same.

Resolved, That Capt. Thomas Forrest be ordered to raise thirty able Bodied Men for the Marine service of this Province.

That he be allowed ten Shillings per Man, in lieu of his recruiting Expences, and ten Shillings per week for the subsistance of each recruit, until they are provided for by the Commissary.

That he pay the greatest attention to the behaviour of the Men while in quarters, and see their quarters discharged at least once in every week.

That no bought indented servants or apprentices be inlisted without the consent of their Masters in writing.

That the Company consist of one Captain, two non-commission'd officers, and thirty Privates.

That a sum not exceeding twenty Shillings, be advanced to each Recruit.

That £50 be advanced Capt. Forrest for the recruiting service. That the pay of the privates be six dollars per month, and to continue in the service of this Province until discharged by the Assembly or this Committee.

By order of the Board, an order was drawn on Jno. M. Nesbitt, Esq'r, in favour of Capt. Thomas Forrest, for £50, which is directed to be charged him for Recruiting a Company of Marines.

Upon application of Colo. Anthony Wayne, for a sum of money for the use of his Battalion in the service of the United Colonies, By order of the Board, an order was drawn on Messrs. Mease & Caldwell for £2000, for the use aforesaid, in fav'r Colo. Wayne.

Upon application of Colo. Robert Magaw, for a sum of money for the use of his Batt'n in the service of the United Colonies, By order of the Board, an order was drawn on Messrs. Mease and Caldwell for £2000, for the use aforesaid, in fav'r Colo. Magaw. Resolved, That the Commodore, or Commander-in-Chief of the Naval Armaments of this Province, be allowed sixty dollars month, and six Rations of Provisions per day.

That the second in Command of the Naval Armaments of this Province, be allowed £10 month, & 3 Rations of Provisions per day.

That the 1st. Lieutenants on Board the Provincial Ship, be allowed 17 dollars per month, & 2 Rations of Provisions.

That the 2nd Lieut's on Board said Ship, be allowed sixteen Dollars per month, & 2 Rat's of Prov's.

That the 3rd Lieut. on board said Ship, be allowed 14 Dollars per month, two Rat's Provisions, & to Rank with the 2nd Lieutenants of the Armed Boats.

That the Master of the Provincial Ship be allowed 16 Dollars per month, & 2 Rations of Provisions per day.

That the Master & Carpenters of the said Ship, be allow'd 14 Dollars per month, & two Rations of Provisions per day.

That the Gunners & Boatswains of said ship, be allowed 12 Dollars per month, & two Rations of Provisions per day.

That the Midshipman on board s'd ship, be allowed 10 Dollars per month.

That the Surgeon to said ship be allowed 25 Dollars per month, & two Rations of Provisions per day.

That the Surgeon's mate to the said ship, be allowed 18 Dollars per month, & 2 two Rations of Provisions per day.

Mr. Johnston Smith having acquainted this Board that he has purchas'd, agreeable to permission of this Board to Mr. Innes some time past, a Number of Fire Arms for the use of the Colony of Virginia, and that he is apprehensive the Committees of the differ

ent Counties will not suffer him to take the said Arms to this City, without permission from this Board; Therefore,

Resolved, That the Committee of Inspection & Observation of the different Counties, be requested to suffer Mr. Smith to send the Arms to Virginia; That he has purchas'd previous to the date hereof.

Resolved, That Commodore Caldwell give directions to the Officers of the Boats for the Chevaux-de-Frize now sunk at Fort Island, to be examined, and make Report of their Situation to this Board, by Tuesday next.

Mr. Thomas Bedwell proposes to refine Crude Sulpher upon the following terms, Vizt.:

To Erect Furnaces proper for that purpose at his own Expence, to be allowed 20s. per hundred weight for good Sulphur.

This Board to advance him £25 for that purpose, which he is to repay at the Expiration of one year, provided he be fully employed during that time, otherwise this Board to pay so much of the expence of said Works as will amount to the said twenty-five pounds, and, in the latter case, the said works to be the property of this Board.

That this Board be at the Charge of sending the Crude Sulphur to the works, and taking it away when refined.

Resolved, That this Board agree to the above proposals of Mr. Bedwell for refining Crude Sulphur, and that he immediately erect the proposed works.

By order of the Board, an order was drawn on Jno. Nixon & others, the Committee of accounts, in favor of Thos. Bedwell, for £25, being so much advanced him to erect works for the refining of Crude Sulphur.

Upon application of Capt. Esmion Williams for the payment of 15 Firelocks purchased by him for the use of his Comp'y of associators of this City, By order of the Board, an order was drawn on Messrs. Jno. Nixon & others, the Committee of accounts, for £47 17, being the Cost of said Arms.
