Resolved, That Major Sam'l Meredith & Capt. Rich'd Peters, Jr., be appointed in the place of Colo. Shee & Colo. Cadwalader, who, with Capt. Wilcocks, were authorized by this Board to Contract for 1000 firelocks & Bayonets.

Mr. Alexander Hall having declined his appointment as an Ensign to one of the Companys in, the four Battalions now to be raised by order of Congress, this Board proceeded to the choice of another Gentleman, as a fit person to supply his place, when Mr. Joseph Standley was agreed to be appointed.

This Committee being informed by Congress, through Andrew Allen, Esq'r, that there was some dispute about the Classing the Field Officers, upon inquiry do find that there was some small difference between Colo. Sinclair & Colo. Wayne, respecting the arrangements of their Majors; Therefore,

Resolved, That Nicholas Haussiger be appointed Major to Colo. Wayne's Battalion, & Joseph Wood be Major to Colo. St. Clair's Battalion.

"WHEREAS, it appears by a Report from the Committee of Inspection and observation of the City of Philadelphia, that they have without effect, taken every peaceable measure in their power to obtain certain goods belonging to Messrs. Joshua Fisher & Sons, now in the store of the said Committee, and applied for by this Board for the publick service, and it appearing to this Committee that the said Goods, consisting of Sail Cloth, Lead, Russia Sheeting, Raven's Duck, Linnens, Redserge, White Lead, & Spanish Brown, are essentially necessary for the public Service; it is

Resolved, that the said Committee of Inspection and observation deliver said goods to Thomas Lawrence, Vendue Master, to be immediately sold at public Vendue, that this Committee may have an opportunity of purchasing them for the public service, and that this Committee will pay for the same, or be answerable for the payment. when required.

Doct'r John Smith being brought to this City by Capt. Shryock as a person inimical to the liberties of America, was by order of the Board, committed to prison, agreeable to the following Com mitment, viz't. :

"WHEREAS, Doct'r Jno. Smith stands charg'd before this Board with practices inimical to the Liberties of America, these are to authorize and require you to receive into your custody the said Doct'r John Smith, and him safely and closely keep confined, without admitting any person to speak with, or have access to him, unless by special order from the Honorable the Continental Congress, or this Board, and without Pen, Ink, & Paper, until he be discharged by the said Congress or the Committee, and hereof you are not to fail, at your peril.

"By order of the Committee,

"Sign'd JNO. NIXON, Chair'n. "To the Keeper of the Gaol of the City & County of Philad'a." Order'd, That John Hall be authorized to purchase half a Tunn of Barr Iron for Lewis Prahl, for making Gun Barrels, and draw upon this Committee for the amount.

Robert Towers Reports his having receiv'd and deliver'd the following articles:

cwt. 7 0 0 Shot receiv'd from Thomas Smith.

cwt. 1 0 0 do. rec'd from Mice Baxter. Cash £118.

10 half Barrels Powder, w't 500 lbs., sent to Virginia by order of Congress, which powder is the property of the Congress. 2 lbs. Powder deliver'd Mr. Wynkoop, of Bucks County.

Resolved, That Mr. Sam'l Howell purchase the whole quantity of Brass that Mr. Amos Strettle may have for sale, and order it into the hands of the Commissary.

Colo. Roberdeau & Mr. Clymer, a Committee appointed to procure Copies of all the Petitions, Memorials, & Remonstrances, which have been by this Colony presented to the Throne or either House of Parliament since the year 1762-and also the answers, if any, that were given to them, Report three Petitions to the King, viz't: one of June 6th, 1776; one of Sept'r 22d, 1768, & one March 5,

1771; one Petition to the House of Lords, dated Sept'r 22nd, 1768; also, two Petitions to the House of Commons, dated Jan'y 14, 1766, and Sept'r 22nd, 1768; And that they are inform'd by the Clerk of Assembly of this Province, that no answer has been given to either of the above mention'd petitions.

Resolved, That Mr. Clymer & Colo. Roberdeau wait upon the Congress with the above mention'd Copies of Petitions.

Doct'r Jonathan Potts having sent to this City twenty Provincial Muskets, accompanied with his account of Sundry repairs made by the different People who he collected them from, and which he applies for the payment of,

Resolved, That an order be drawn on the Treasurer of this Board for the same, which order was accordingly drawn in favour of s'd Potts, on Mich'l Hillegas, Esq'r, Treasurer, for £52 5 3.

Resolved, That the Committee appointed to view Liberty Island, repair as soon as the season will permit, to that place with Dav'd Rittenhouse, Robert Smith & John M'Neal, and determine on and lay out such works as they shall think sufficient to defend it, and that those Gentlemen employ such Persons as may be necessary to compleat said works, agreeable to the Report of the Committee appointed for that business.

Resolved, That the Commodore be directed to cause four hundred Sea Men and Landsmen immediately to be recruited for the service of the armed Boats and other Naval Equipments, on the same Terms

the other Men were raised.

Upon application of Capt. William Jenkins, for the payment of twenty-six Firelocks purchased by him for the use of his Company, in Col'o. Bull's Battalion; By order of the Board, an order was drawn on Messrs. Mease & Caldwell, for £88 4 6, in his favour, being the amount of s'd Firelocks.

Agreeable to a Recommendation of Congress, this Board discharged David Foster from his confinement, he being a person confined with others taken with Capt. Campbel.

Resolved, That Messrs. David Rittenhouse, Andrew Doz, Tho's Cuthbert, Dan'l Joy & Benj'n Harbeson, or a Majority of them, be appointed for carrying into execution the Contract which this Committee have entered into with Morgan Bustead, for casting Canon, and they are hereby authorized to employ a sufficient number of Workmen, and to provide every Material necessary for that purpose, all orders from said Board on our Committee of accounts for the above said purposes, shall be duly paid. It is further,

Resolved, That the Canon Committee appointed from this Board heretofore, be desired to aid & assist the above mention'd Gentlemen as much as they Conveniently can, and to explain to them the nature of the Contract; the kind of Canon which are wanted, and of the plan this Committee had in view for prosecuting the said works.

that he receiv'd from Doct'r. Potts from Reading,

1 Wall piece.

The Honorable the Congress, sent the following Resolve to this Board, to be carried into execution.

"In Congress, 17th Jan'y, 1776. Resolved, that the Colonels of the several Battalions of Pennsylv'a, be supplyed with Money for the recruiting Service by the Committee of Safety of Pennsylvania, and disburse the same to the several recruiting officers, the Colonels and other officers to be accountable for what they shall receive, and all arrears they may fall into to be stopped from their pay.

"Extract from the Minutes,

"Sign'd, CHA'S THOMSON. "Resolved, that Messrs. Mease & Caldwell, be appointed to see the above Resolve of Congress carried into execution, and that the following order from Congress on their Pay Master, be deliver'd them."

"Gentlemen:

"Philad'a, 20th Jan'y, 1776.

"Please to pay to the Committee of Safety of Pennsylvania, Fif teen thousand Dollars, for the use of the Battalions in Pennsylvania, the said Committee to account for the Expenditure of that Sum. "I am Gent'n,

"Your most obed't, ser't,

"Sign'd, JOHN HANCOCK, Presid't. "To Michael Hillegas & George Clymer, Esq'rs, Treasurers." The above order was this day deliver'd to Messrs. Mease and Caldwell, for the purposes therein mentioned.

Upon application of Colo. Wayne, By order of the Board, an order was drawn on Messrs Mease & Caldwell, in his favour, for one thousand pounds, being for the use of his Battalion to be raised in the Continental Service.

Upon application of Capt. Dorsey for the payment of 10 firelocks, By order of the Board, an order was drawn on Messrs Mease and Caldwell, for £37 7 6, being for the use of his Com'y, in Colo. Bull's Batt'n.

Upon application of Capt. Le Mar, for the payment 11 Firelocks purchas'd by him for the use of his Comp'y, in Colo. Bull's Batt'n, An order was drawn on Messrs Mease & Caldwell, for £ 34 6 3.

Upon application of Colo. Arthur St Clair, By order of the Board, an order was drawn on Messrs Mease & Caldwell, in his favour, for one thousand pounds, for the use of his Battalion to be raised in the service of the Colonies.

Upon application of Lt. Colo. Joseph Penrose, for a sum of Money for the use of Colo. Magau's Battalion, By order of the Board, an order was drawn on Messrs Mease & Caldwell, for one thousand pounds, for the use of s'd Batt'n.

Agreeable to the desire of the Committee of Congress, this board proceeded to the choice of Six Gentlemen to be recommended to Congress as proper persons to be appointed Ensigns to Colo. Bull's Battalion, when the following persons were agreed on :

Resolved, That the Number of the Artillery Men in the service of this province, be augmented to one hundred Men, (including non Commission'd Officers,) and a suitable number of Commission'd officers to be appointed thereto.

Upon application of Colo. John Shea, for a sum of Money for the use of his Battalion, an order was drawn on Messrs Mease & Caldwell, in his favour, for one thousand pounds.

Resolved, That Mr. Mease, Mr. Reed, Mr. James Biddle & Mr. Wharton, be a Committee to meet the Committee of Inspection & Observation, of Bucks County, on Monday next.
