CONGRESS OF THE UNITED STATES : BEGUN and held at the Capitol, in the city of Washington, in the District of Columbia, on Monday, the third day of December, in the year of our Lord one thousand eight hundred and sixty, and in the eighty-fifth year of the independence of the United States; being the Second Session of the THIRTY-SIXTH CONGRESS held under the Constitution of the Government of the United States.

On which day, being the day fixed by the Constitution of the United States for the meeting of Congress, WILLIAM PENNINGTON, the Speaker, one of the representatives from the State of New Jersey, and the following named members of the House of Representatives appeared and took their seats, viz :
