To the alcaldes of the island:

The governor has addressed to the undersigned secretary the following letter, a faithful compliance wherewith is expected:

San Juan, March 9, 1900.

SIR: I am directed by the military governor to say that the insular board of education in their meeting on the 7th instant adopted the following resolution:

That this board request the military governor to issue at once an order prohibiting further removals of teachers during this school year, except for immorality and inefficiency, and with the consent of the executive committee of the board.

This resolution is approved by the military governor, and the civil secretary will at once notify all alcaldes of the resolution and of its approval.

The military governor, by General Orders, No. 42, current series, has granted tax collectors the benefit of 2 per cent of the value of internal-revenue stamps disposed of by them in their respective districts, same to be sold to consumers at their face value.

Tax collectors shall send their orders to the internal-revenue collector of their districts by means of requisitions made in duplicate. The amount of the order must be paid immediately, or the requisition will not be filled.

Upon rendering his monthly account, the internal-revenue collector shall verify the operation by forwarding to the civil secretary the

original requisition and receipt, while retaining the duplicates thereof for his protection.

CIRCULAR NO. 161.

The governor-general has addressed to the undersigned secretary the following letter for publication and compliance therewith: HEADQUARTERS DEPARTMENT OF PORTO RICO,

CIVIL DIVISION,

San Juan, March 10, 1899.

SIR: In connection with the question as to whether or not the members of the insular and municipal police are entitled to one-half of the fines collected from persons convicted of violation of general orders relating to the having or carrying of arms, and to the unauthorized placing of advertisements on United States and insular property, I am directed by the military governor to inform you that in order to stimulate the zeal and promote the efficiency of the police force in the island it has been decided that members of the insular and municipal police are entitled equally with other persons to one-half of the fines collected under Paragraphs II and XI. General Orders, No. 180, series of 1899, and paragraph 4, General Orders, No. 21, series of 1900, these headquarters, in cases where said policemen are the complainants against the convicted parties; and it is accordingly directed that police-court magistrates, upon whom jurisdiction is conferred by subparagraph 18 of Paragraph I, General Orders, No. 195, series of 1899, and paragraph 6, General Orders, No. 21, series of 1900, these headquarters, shall pay over to members of the insular and municipal police, in the cases when said police are entitled thereto, one-half of the fines collected from the sources stated, taking receipts for the money so turned over and filing said receipts in the records of the respective courts, and that the other half of such fines shall be paid over to the nearest internal-revenue collector, who will account for the same to the insular treasury. You are requested to notify all alcaldes accordingly.

CIRCULAR NO. 168.

In view of inquiries made at this office regarding certain bakers or owners of bakeries who, having been detected in the act of selling

bread short of the weight prescribed by Circular No. 156, interfere with the enforcement of the law and refuse to pay the $10 fine imposed, the governor-general has been pleased to direct, on recommendation of the undersigned secretary, that tradesmen who are guilty of defrauding the public by selling bread short of the weight prescribed, and who have accordingly been fined $10 by the alcalde, should they refuse voluntarily to make good the fine shall have a double fine collected from them by compulsory proceedings.

Said compulsory proceedings shall consist of the attachment of a sufficient amount of property to cover the fine and the costs of the proceedings, which shall conform to the provision of article 164 of the existing municipal law.

CIRCULAR NO. 175.

[Translation.]

OFFICE OF THE CIVIL SECRETARY,

San Juan, April 3, 1900.

Inasmuch as some employees have refused to pay the school tax, the governor-general has been pleased to decide that all customhouse, public works, insular police, and other employees paid from the treasury of the island and comprised in the order, and must therefore pay the school tax in the same manner as all other government and municipal employees, excepting those whose monthly salary is under $25.
