Of the Local Committee of Management of the English and Canadian Mining Company; of Herbert Williams, and others, of the Township of Leeds, in the County of Megantic; and of the Reverend W. Richardson, and others, of the Seigniory of St. Croix, in the County of Lotbinière, severally praying for a grant to complete the Road from the Township of Leeds to Methot's Station, on the Line of the Grand Trunk Railway.

The Honorable Mr. Seymour, from the Select Committee appointed to try and determine the matter of the Petition complaining of an undue Election and Return for the Electoral Division of Saurel, informed the House that the Honorable Eusèbe Cartier, a Member of the Committee, was not present within one hour after the time appointed for the meeting of the said Committee this day; aud submitted the following affidavit:

Augustin Norbert Morin, of the City of Quebec, Judge of the Superior Court, being duly sworn upon the Holy Evangelists, deposeth CANADA. and saith, that the Honorable Eusèbe Cartier, of St. Hyacinthe, had the misfortune to be struck with blindness, in the course of last summer; and that when the deponent saw him last, that is to say at the end of last September, the symptoms of improvement were not sufficient to give hopes of a speedy recovery; further the deponent saith, that from correspondence with the relations of the said Honorable Eusèbe Cartier since the above date, he is led to believe that he remains in the same state. And further the said deponent saith not.

Ordered, That the Honorable Eusébe Cartier, being absent from his seat in this House, owing to serious illness, as appears by the affidavit filed with the Report of the Select Committee appointed to try and determine the matter of the Petition of Jean Baptiste Lamère, William McNaughton and Thomas McCarthy, complaining of an undue election and return of the Honorable Jean Baptiste Guévremont for the Electoral Division of Saurel, he be relieved from further attendance on the said Select Committee.

The Honorable Mr. Allan, from the Select Committee to whom was referred the Bill intituled "An Act to repeal the Acts incorporating the Toronto Mechanics' Institute, and permitting the said Institute to be incorporated under the general Act incorporating Mechanics' Institutes," reported that they had gone through the said Bill, and had directed him

to report the same with several amendments, which he was ready to submit whenever the House would be pleased to receive them.

Ordered, That the Report be now received, and

The said amendments being twice read by the Clerk, and the question of concurrence put on each, they were severally agreed to.

Pursuant to the Order of the Day, the Bill intituled "An Act to amend the Act for the Incorporation of the International Bridge Company," was read a second time.

Ordered, That the said Bill be referred to a Select Committee, composed of the Honorable Messieurs Christie, Crawford and Patton, to meet and adjourn as they please.

The said Bill was then read a second time accordingly.

On motion of the Honorable Mr. Patton, seconded by the Honorable Mr. Morris, it was Ordered, That one of the Masters in Chancery, do go down to the Legislative Assembly with a Message to that Honorable House, requesting that effect may be given to their Standing Order Number Twenty-Seven, communicated to this House on the twenty-first June, 1841, setting apart a space for Legislative Councillors desirous of hearing the Debates in that House, and further to inquire whether the space so set apart is intended for the exclusive use of the Legislative Council.

Of the Mayor and Town Council of St. Catherines; praying that persons who have not paid their taxes may not be allowed to vote at Municipal Elections, and that Councillors may be prevented from authorizing expenditures of money after their successors have been

elected.

Of the Chancellor, Vice Chancellor, and Senate of the University of Toronto; praying against the passing of any measures to divide the endowment of said University among

other Institutions.

Of the Literary and Historical Society of Quebec; praying for aid towards obtaining a permanent residence, such as has been awarded to the Toronto Canadian Institute, and the Montreal Natural History Society.

Of the Toronto School of Medicine, in affiliation with the University of Toronto ; praying for a grant similar to that made to other Medical Schools of the Province.

The Honorable the Speaker presented to the House a Return of the Baptisms, Marriages and Burials in the District of Iberville, for the year 1859.
