Pursuant to the Order of the Day, the following petitions were severally read:

Of William Sheppard and others, resident in or near the Counties of Drummond and Arthabaska; praying to be incorporated as "The Drummond and Arthabaska Railway Company."

Of P. H. Hamilton and others of Montreal; praying to be incorporated as the St. George's Society.

Of the Toronto Mechanics' Institute; praying for an Act to repeal the Acts under which they have been previously incorporated, and to permit them to become incorporated under the general Act incorporating Mechanics' Institutes.

Of the Reverend Joseph S. Martel and others, of the District of Kamouraska; praying for aid to build a bridge over Rivière du Loup.

Of the officers of l'Hospice de St. Joseph de la Maternité de Québec; praying for aid. The Honorable the Speaker, from the Committee appointed to consider the Orders and Customs of this House and Privileges of Parliament, reported in obedience to the fourth standing order of this House, that the Honorable James Crooks and the Honorable Joseph Dionne, Legislative Councillors, have died since th ast session.

The Honorable the Speaker presented to the House, the Return of the Northumberland and Durham Savings' Bank for the year ending on the 4th February, 1860. Ordered, That the same do lie on the Table; and it is as follows:

The Honorable Sir E. P. Taché presented to the House a Bill intituled "An Act to Incorporate the Pilots for and below the Port of Quebec."

The said Bill was read for the first time.

The House according to Order was adjourned during pleasure, and put into a committee of the whole on the Bill intituled "An Act respecting the sale and management of the Public Lands."

After some time the House was resumed, and

The Honorable Mr. de Blaquière, from the said Committee, reported that they had taken the said Bill into consideration, had made some progress therein, and had directed him to ask leave to sit again.

Ordered, that the said Committee have leave to sit again on Monday next.

Of the Municipal Council of the Village of New Hamburgh; praying for certain amendment to their Act of Incorporation.

Of Joseph Laurin, Warden of the County of Quebec; praying for a remittance of, and release from the payment of all arrears of cens et rentes, due by the Censitaires of the Seigniories of St. Gabriel and Notre Dame des Anges.

Of George Barr and others, of the Townships of Bedford and Oso; praying against the separation of the Townships of Oso, Olden, Palmerston, Bedford and Clarendon, from the County of Frontenac.

Of the Montreal Telegraph Company; praying for certain amendments to the Act 20 Vict. cap. 175, amending their Acts of Incorporation.

Of the Municipalities of L'Ange Gardien, Saint Féréol, Ste. Anne, and Château Richer; severally praying that the Quebec North Shore Turnpike Trust may be relieved from the further responsibility of the payment of the interest of the sum of $160,000, contracted for and applied to the construction of Macadamized Roads at Point Levi; and for aid to the said Turnpike Trust to consolidate their debt at an interest of five per cent.

Of Paul Eloy Marier and others, of the Districts of Montreal, Terrebonne, Joliette and Richelieu; praying to be incorporated as the "Terrebonne Navigation Company." Of the Municipal Corporation of the County of Middlesex; praying for the passing of a Bill to consolidate the debt of the said County.

The Honorable the Speaker presented to the House, a Return of the Quebec Provident and Savings Bank, made up to the 1st March, 1859.

Also, a Return of the Emoluments of the Registrar of the County of Essex, for the year 1859.

Also, the Annual Report of the Provident Life Assurance and Investment Company, for the year ending 31st August, 1859.

And also, a Return of the Trustees of the Montreal City and District Savings Bank, for the year 1859.

The Honorable Mr. Vankoughnet presented to the House, a Return of the distribution of the Statutes of the 22 Victoria, 1859.

The Honorable Mr. Campbell presented to the House, a Bill, intituled, "An Act to "abolish the use of Grand Juries in Recorders Courts in Upper Canada."

The said Bill was read for the first time.

Ordered, That the said Bill be read a second time on Thursday next.

The Honorable Mr. Christie presented to the House a Bill intituled "An Act to amend the Act for the incorporation of the International Bridge Company."

The said Bill was read for the first time.

Ordered-That the said Bill be read a second time on Tuesday the twentieth instant.

The Honorable Mr. Allan presented to the House a Bill intituled "An Act to repeal the Acts incorporating the Toronto Mechanics' Institute, and permitting the said Institute to be incorporated under the General Act incorporating Mechanics' Institutes." The said Bill was read for the first time.

Ordered―That the said Bill be read a second time on Thursday next.

The Honorable Mr. Campbell presented to the House a Bill intituled, "An Act respecting the challenging of Jurors in certain cases."

The said Bill was read for the first time.

Ordered, That the said Bill be read a second time on Thursday next.

The Honorable Messieurs Prince, Perry and Tessier enter.

The House according to Order, was adjourned during pleasure, and again put into a Committee of the Whole on the Bill intituled, "An Act respecting the sale and management of the Public Lands."

After some time the House was resumed, and

The Hon. Mr. de Blaquière reported from the said Committee, that they had gone through the said Bill, and had directed him to report the same, with several amendments, which he was ready to submit, whenever the House would be pleased to receive them. Ordered, That the Report be now received, and

The said amendments were then read by the Clerk,—

Ordered, That the said amendments be taken into consideration by the House to

morrow.

The Order of the Day being read for the second reading of the Bill intituled "An Act to amend the Act respecting Interest,"

On motion of the Hon. Mr. Prince, seconded by the Hon. Mr. Armstrong, it was
Ordered, That the same be postponed until to-morrow.

The Order of the Day being read for the second reading of the Bill intituled "An Act for the protection of Growing Timber,'

The Honorable Mr. Allan moved, seconded by the Honorable Mr. Kierzkowski,
That the said Bill be now read a second time.

After the Debate,

The question of concurrence being put thereon, the same was resolved in the affirmative, and

The said Bill was then read a second time accordingly.

Ordered, that the said Bill be referred to a Select Committee composed of the Honorable Messieurs Allan, Vankoughnet, Campbell, Tessier, Moore and Murney, to meet and adjourn as they please.

A Message was brought from the Legislative Assembly by the Honorable Mr. Attorney General Cartier and others, in the following words:

LEGISLATIVE ASSEMBLY,
Friday, 9th March, 1860.

Resolved, That a Message be sent to the Honorable the Legislative Council, requesting that their Honors will unite with this House in the formation of a Joint Committee of both Houses, on the subject of the Legislative Printing; and informing their Honors that the Members of the Standing Committee on Printing, viz:-the Honorable Mr. Thibaudeau, Messieurs Benjamin, Fortier, Bell, Chapais, Simpson, Beaubien, Patrick, Ferres and Clark, will act as Members of the said Joint Committee, on the part of this House.
