The Honorable the Speaker presented to the House a Report of the Board of Directors of the Canadian Life Assurance Company.

Ordered, That the same do lie on the Table; and it is as follows

On motion of the Honorable Sir E. P. Taché, seconded by the Honorable Mr. Boulton, it was Ordered, That the Statement of the Clerk's Disbursements, with the Vouchers in support thereof, laid this day before the House, be referred to the Select Committee appointed to examine and report upon the Contingent Accounts, for the present Session.

Then the Honorable Sir E. P. Taché moved, seconded by the Honorable Mr. Boulton, That an humble Address be presented to His Excellency the Governor General, praying His Excellency to issue his Warrant in favor of the Clerk of this House for the sum of twelve thousand dollars, to enable that officer to meet the Contingent Expenses of this House, for which he will hereafter account.

The question of concurrence being put thereon, the same was resolved in the affirmative and it was

Ordered, That such Members of the Executive Council as are Members of this House, do wait on His Excellency the Governor General with the said Address.

The Honorable Mr. Campbell moved, seconded by the Honorable Mr. Alexander, That in pursuance of the Report of the Committee on Banking Institutions of last Session, adopted by this Honorable House on the 26th April last, a Special Permanent Committee on Banking be constituted for the present Session, to whom shall be referred all Bills upon that subject, and that such Committee consist of the Honorable Messrs. Sir E. P. Taché, Vankoughnet, Crawford, Leslie, Seymour, Tessier, Masson, Ferrier, Moore, and the mover The question of concurrence being put thereon, the same was resolved in the affirmative and ordered accordingly.

The Honorable Mr. Campbell moved, seconded by the Honorable Mr. Alexander, That an humble Address be presented to His Excellency the Governor General, praying that His Excellency will be pleased to cause to be laid before this House, a Return of all cases in the Court of Chancery, for Upper Canada, standing for judgment on the 31st of December, A. D. 1859, with the dates when the same cases were argued, and of all judgments which have been given in the said Court during the year ending on that day; and whether such judgments were delivered in open Court, or communicated through the Registrar, and if through that officer, the dates when such judgments were made known to the parties interested, and whether the reasons for such last judgments were in any way communicated therewith.

The question of concurrence being put thereon, the same was resolved in the affirmative, and it was,

Ordered, That such Members of the Executive Council as are Members of this House do wait on His Excellency the Governor General with the said Address.

A Message was brought from the Legislative Assembly by Mr. Turcotte, and others, in the following words :—

Legislative Assembly,
Monday 5th March, 1860.

Resolved, That a Select Committee composed of Mr. Turcotte, the Honorable J. S. Macdonald, the Honorable Mr. Sicotte, the Honorable Mr. Attorney General Macdonald, the Honorable Mr. Dorion, the Honorable Mr. Mowat, the Honorable Mr. Alleyn, the Honorable Mr. Merritt, Mr. Laberge, Mr. Campbell, and Mr. Wallbridge, be appointed to assist Mr. Speaker in the direction of the Library of Parliament, so far as the interests of this House are concerned, and to act as Members of a Joint Committee of both Houses on the Library.

Resolved, That a Message be sent to the Honorable the Legislative Council, communicating to their Honors the foregoing Resolution.

Ordered, That Mr. Turcotte do carry the said Message to the Legislative Council.

The Honorable Mr. Allan presented to the House a Bill intituled "An Act for the "further protection of Growing Timber."

The Order of the Day being read for the second reading of the Bill intituled "An Act "to restrain Municipalities from issuing Debentures beyond a certain amount,"

On motion of the Honorable Mr. Alexander, seconded by the Honorable Mr. Campbell, it was

Ordered, That the same be postponed until to-morrow.

The Honorable Mr. Vankoughnet moved, seconded by the Honorable Mr. Knowlton, that the Honorable Messrs. Moore, Allan, Kierzkowski, De La Terrière, and the mover, be ap pointed a Committee to act on behalf of this House as Members of a Joint Committee of both Houses for the regulation and management of the Parliamentary Library, and to unite with the Members of the Honorable the Legislative Assembly, named for the same purpose by the Resolution, of which a copy is contained in the Message on that subject, this day received from that House.

The question of concurrence being put thereon, the same was resolved in the affirmative, and it was

Ordered, That the foregoing Resolution be communicated to the Honorable the Legistive Assembly by one of the Masters in Chancery.

Then, on motion of the Honorable Mr. De Blaquière, seconded by the Honorable Mr. Knowlton,

Ordered, That the Despatch from the Secretary of State in answer to the Joint Address of last Session to Her Majesty, praying for the extension of the Royal Bounty of half pay to Officers of the Militia who served in the War of 1812, laid before this House yesterday, be printed for the use of Members.

Pursuant to the order of the Day, the Bill intituled "An Act respecting the sale and management of the Public Lands," was read a second time.

On motion of the Honorable Mr. Vankoughnet, seconded by the Honorable Mr. Knowlton, it was

Ordered, That the said Bill be committed to a Committee of the whole House on Friday

next.

The Honorable Mr. de Blaquière moved, seconded by the Honorable Mr. Knowlton, That an humble Address be presented to His Excellency the Governor General, praying that His Excellency will be pleased to cause to be laid before this House, the Returns made to the Government under the provisions of the Act 22nd Victoria, chapter 39, section 5, of the Consolidated Statutes of Canada, respecting Inoculation and Vaccination. The Honorable Mr. de Blaquière moved, seconded by the Honorable Mr. Knowlton, That an humble Address be presented to His Excellency the Governor General, praying that His Excellency will be pleased to cause to be laid before this House copies of any communications which have taken place between the Canadian and Imperial Governments, respecting the rejection of the Act of the Canadian Parliament of last Session, respecting the Coasting Trade.

The question of concurrence being put thereon, the same was resolved in the affirmative, and it was
