Ordered, That the Address to His Excellency the Governor General, together with His Excellency's reply thereto, be printed and published in both languages, for the use of Members.

The Honorable Mr. Alexander presented to the House a Bill, intituled, "An Act to re"strain Municipalities from issuing Debentures beyond a certain amount.'

The said Bill was read for the first time.

Ordered, That the said Bill be read a second time, on Monday next.

The Honorable Messieurs Dessaulles and Renaud enter.

The Honorable Mr. De Blaquière moved, seconded by the Honorable Mr. Knowlton, That an humble Address be presented to His Excellency the Governor General, praying His Excellency to cause to be laid before this House, copies of any proceedings which have taken place consequent upon the Address of last Session, respecting the grant of Imperial Subsidies to lines of Steamers communicating with the United States, as also copies of any correspondence relative thereto between the Canadian and Imperial Governments, and also for copies of the agreements entered into between the Canadian and Imperial Governments, as well as those with the United States, and the Continental Governments of Europe, respecting the conveyance of Mails through Canada.

After Debate,

The question of concurrence was put thereon; the same was resolved in the affirmative, and it was

Ordered, That such Members of the Executive Council as are Members of this House, do wait on His Excellency the Governor General with the said Address.

The Honorable Mr. Prince presented to the House a Bill intituled "An Act to amend the Act respecting Interest."

The said Bill was read for the first time.

Ordered, that the said Bill be read a second time this day week.

The Honorable the Speaker presented to the House a Return of the Baptisms, Marriages, and Burials in the District of Three Rivers, for the year 1859.

Ordered, That the same do lie on the Table, and it is as follows:

The House adjourned until Monday next, at three o'clock in the afternoon.

The Honorable the Speaker informed the House, that during the recess the Honorable Joseph Dionne had become deceased, and that during the present Session the Honorable James Crooks had departed this life.

Whereupon it was moved by the Honorable Mr. De Blaquière, seconded by the Honorable Mr. Boulton,

That, as a tribute of respect to the memory of the said Honorable Members, this House do now adjourn.

The question of concurrence being put thereon, the same was unanimously resolved in the affirmative, and

Pursuant to the Order of the Day, the following Petitions were severally read :—

Two Petitions of the Municipal Council of the County of Haldimand, praying for such alterations in the existing law as will entitle all officers of the law, especially the Clerks of the Peace and Sheriffs, to a fixed salary as a remuneration for their services; and also praying that a Bill may be passed to authorize Justices of the Peace summarily to dispose of certain cases of larceny.

Of the City Council of Quebec, praying for the extension of the City limits.

Of Jean Langevin, of the City of Quebec, praying for an indemnity as Clerk to the late Council of the Municipal District of Quebec.

Of Cyprien Martin, of the Parish of St. Stanislas de Kostka, praying for relief from the decision of the Arbitrators appointed by Government for the settlement of damages caused by the overflowing of the Beauharnois Canal.

Of Eléonore Pivior, and others, of St. Jacques l'Achigan, praying for an Act of Incorporation under the title of "Filles de St. Anne."

Of the Governor of the Kingston Hospital, praying for an increased annual grant.

Of J. G. S. Nevills, and others, of the village of New Hamburgh, praying for certain alterations in the limits of the Corporation of the said village.

Of Louis Alberti, of the Parish of Saint Andrew's, in the County of Argenteuil, praying for an indemnity in consideration of his military services.

Of the Municipal Council of the County of Perth, praying that such alterations may be made in the assessment law of Upper Canada as will permit the annual collection of taxes of non-resident land holders and the sale of their lands in case of non-payment.

Of Edward John Hemming, and others, of Montreal, praying to be incorporated as the "South Eastern Mining Company of Canada."

Two Petitions of the Municipal Council of the United Counties of Lanark and Renfrew praying for the passing of a Bill to aid in the completion of the Brockville and Ottawa Railway, upon certain conditions therein set forth, and also praying that the Townships of Oso, Olden, Palmerston and Clarendon, in the County of Frontenac, and North Crosby, in the County of Leeds, may be annexed to the County of Lanark.

The Honorable the Speaker presented to the House the Clerk's Accounts, which were then laid upon the Table.

The Honorable the Speaker acquainted the House, that he had received from the Commissioner appointed for the examination of witnesses on the trial of the Petition complaining of an undue Election and Return for the Electoral Division of Alma, a copy of the minutes of his proceedings under the Commission.

The Honorable the Speaker further acquainted the House, that he had, on the ninth day of February last, issued his Warrant for the re-assembling of the Select Committee on the Alma Election Petition, on Thursday, the fifteenth day of March next, at eleven o'clock in the forenoon, to take the proceedings of the said Commissioner into consideration

The Honorable the Speaker also acquainted the House that he had received from the Commissioner appointed for the examination of witnesses on the trial of the Petition complaining of an undue Election and Return for the Electoral Division of Saurel, a copy of the minutes of his proceedings under the said Commission.

The Honorable the Speaker further acquainted the House that he had, on the twenty-third day of February last, issued his Warrant for the re-assembling of the Select Committee on tha Saurel Election Petition, on Thursday, the twenty-second day of March, at eleven o'clock in the forenoon, to take the proceedings of the said Commissioner into consideration. The Honorable the Speaker also acquainted the House that on the seventeenth day of May last he had received a communication from the new Commissioner, appointed for the examination of witnesses on the trial of the Petition complaining of an undue Election and Return for the Electoral Division of Montarville, whereby the said Commissioner declines acting as such, owing to the multiplicity of Judicial duties imposed on him by Law.

The Honorable the Speaker further acquainted the House that he had, on the tenth day of February last, issued his Warrant for the re-assembling of the Select Committee on the Montarville Election Petition, on Monday the nineteenth day of March next, at eleven o'clock in the forenoon, to take the proceedings of the said Commissioner into consideration.

The Honorable the Speaker, by command of His Excellency the Governor General, informed the House that the Bill intituled "An Act for the relief of John McLean," which was reserved during the last Session of this Parliament for the signification of Her Majesty's pleasure thereon, had received the Royal Assent.

The Honorable Mr. Vankoughnet acquainted the House that he had several Messages from His Excellency the Governor General, under his Sign Manual, which His Excellency had commanded him to deliver to this House.

The Governor General transmits for the information of the Honorable the Legislative Council, a copy of a Despatch from the Secretary of State in answer to the Joint Address of last Session to Her Majesty, praying for the extension of the Royal Bounty of Half Pay to Officers of Militia who served in the war of 1812.

SIR, I have had the honor to receive and lay before the QUEEN the Joint Address of the Legislative Council and Assembly of Canada to Her Majesty, praying that the survivors of the Flank Companies and embodied Militia who served during the war of 1812, may receive the same Royal Bounty of Half Pay as has been already bestowed upon the Incorporated Militia of Upper Canada, who were embodied iu 1813.

You will inform the respective Houses of the Canadian Parliament that Her Majesty has received their Address very graciously.

You will add that, without for a moment detracting from the services of the officers who so conspicuously distinguished themselves in the numerous engagements at the period referred to, I have found it impossible to advise Her Majesty to comply with the terms of the Address, as the recognition of claims so remote as the present, would lead to consequences which would be seriously embarrassing to the public service.

P. S.-I have to request that you will inform Mr. Merritt that I have duly received his letter, dated the 30th July last, on this subject, and that you will communicate to him the decision of Her Majesty's Government contained in this Despatch.
