Then, the Honorable Mr. Tessier moved, seconded by the Honorable Mr. Quesnel, That the Bill be again referred to a Committee of the Whole House, with instructions to strike out the 51st section, which enacts that all relations and connexions may be witnesses in all civil causes and matters.

The Honorable the Speaker having informed the House, that although the last mentioned Bill intituled, " An Act concerning the Administration of Justice in Lower Canada," was yesterday, at the three o'clock sitting, ordered to be read a third time (as amended), at the next sitting of the House, the said Bill had been nevertheless prematurely, and by mistake, carried down to the Legislative Assembly, it was

Ordered, That the Clerk do now go down to the Legislative Assembly, and acquaint that House that the said Bill, as now amended by the Legislative Council, was yesterday taken down by him through mistake; and that the Legislative Council now return the said Bill, and they request the concurrence of the Legislative Assembly to the amendments

made thereto.

A Message was brought from the Legislative Assembly, by their Clerk, with a Bill intituled, "An Act to enable the Public Servants of the Province to establish a Superannu"ation and Annuity Fund," to which they desire the concurrence of this House. The said Bill was read for the first time.

A Message was brought from the Legislative Assembly, by their Clerk, with a Bill intituled, "An Act to erect the parochial sub-division of St. Hubert, in the Parish of St "Antoine de Longueurl, in the County of Chambly, into a separate Municipality," to which they desire the concurrence of this House.

The said Bill was read for the first time.

On motion of the Honorable Mr. Wilson, seconded by the Honorable Mr. Leslie, it was Ordered, That the said Bill be read a second time to-morrow.

On motion of the Honorable Mr. Ferrier, seconded by the Honorable Mr. Leslie, it was Ordered, That the Bill brought up from the Legislative Assembly this day, intituled,

"An Act to amend the Act incorporating the Metropolitan Fire Insurance Company," be read a second time to-morrow.

Pursuant to the Order of the Day the Bill intituled, "An Act respecting the Indian "Lands in the Township of Durham, in the County of Drummond," was read a second time.

Ordered, That the said Bill be referred to a Select Committee, composed of the Honorable Messieurs Vankoughnet, Sir E. P. Taché, Moore and Masson, to meet and adjourn as they please.

Pursuant to the Order of the Day the Bill intituled, "An Act to remove doubts as to "the validity of By-law number three hundred and nine of the Corporation of the City of "Toronto, and of certain Debentures issued thereunder," was read a second time.

The Honorable Mr. Seymour, from the Joint Committee of both Houses on the subject of Legislative Printing, presented their Eighteenth Report.

The Joint Committee of both Houses on the subject of the Legislative Printing, beg leave to make the following as their EIGHTEENTH REPORT:The Committee have carefully examined the documents referred to in the following Motions for Printing, viz.:

By Mr. Laberge,-Return to an Address, List of sub-divisions of Lower Canada into Parishes and Townships, since 1853. The Committee recommend that the above Return be printed, 750 copies in French and 250 in English.

By Honorable Mr. Brown,-Report of Select Committee on the subject of Railway Freight Rates, with the Appendix thereto.

Return to an Address,-Statement of Receipts and Disbursements, &c., on account of Seigniorial Fund. The Committee recommend that the above documents be printed.

The Committee also beg to report the following Resolution, as a recommendation:

Resolved, That $350 per annum be paid to Mr. Henry Hartney, as Clerk of this Committee, to be paid to him from first January last, and to continue while a Joint Committee of both Houses on Printing continues.

The Honorable Mr. Quesnel, from the Select Committee to whom was referred the Bill intituled, "An Act to amend the Laws concerning the Notarial Profession," reported that they had gone through the said Bill, and had directed him to report the same to the House, without any amendment.

Page 1, line 10.-After "1" insert, "subject to the fourth clause of this Bill." Page 1, line 38.-After" Act" insert, "4. This Act shall not take effect unless and "until a majority of the Rate payers entitled to vote at Municipal Elections for the Elec"tion of Councillors for said Village, shall by a vote to be taken on the thirtieth day of "June next, at a Poll to be open and held between the hours of ten o'clock in the forenoon, "and four o'clock in the afternoon of that day, which Poll shall be opened and held, and "votes taken and recorded in the same manner, and by the same Officers, as in the case of "an Election for Municipal Councillors of the said Village; and the votes recorded at such "Election shall be duly certified by the Reeve of the said Village to the Governor in "Council, who shall, if there be a majority of Rate payers in favor of this Act, by Pro"clamation declare the same to have effect."
