Pursuant to the Order of the Day, the Bill intituled, "An Act to provide for the consol"idation and liquidation of certain debts of the Town of Guelph," not affected by the Act "respecting the Consolidated Municipal Loan Fund," was read a second time.

A Message was brought from the Legislative Assembly, by Mr. Buchanan and others, in the following words:

LEGISLATIVE ASSEMBLY,
Friday, 4th May, 1860.

Resolved, That a Message be sent to the Honorable the Legislative Council, requesting their Honors will permit the Honorable Messieurs George J. Goodhue and George Alexander, two of their Members, to attend as witnesses before the Special Committee, appointed to examine into the Financial position and embarrassments of the several Municipalities. Ordered, That Mr. Buchanan do carry the said Message to the Honorable, the Legislative Council.

The Messengers were again called in and informed that the Legislative Council will send an answer by a Messenger of their own.

On motion of the Honorable Mr. de Blaquière, seconded by the Honorable Mr. Crawford, it was

Ordered, That the Honorable Messieurs Goodhue and Alexander, do have leave, if they see fit, to attend as witnesses before the Special Committee of the Legislative Assembly, appointed to examine into the Financial position and embarrassments of the several Municipalities, as desired by their Message received this day.

A Message was brought from the Legislative Assembly, by their Clerk, to return the Bill intituled "An Act to provide for the Election of Officers and Directors of the County "of Missisquoi Agricultural Society, for the year One thousand eight hundred and sixty," and to acquaint this House that they have passed the said Bill, with an amendment, to which they desire the concurrence of the Legislative Council.

The said amendment was then read by the Clerk as follows:
At the end of Clause 2, insert the following as Clause A :

CLAUSE A.

"This Act shall be deemed a Public Act."

The said amendment being read a second time, and the question of concurrence being put thereon each, it was agreed to.

Ordered, That the Clerk do go down to the Legislative Assembly, and acquaint that House, that the Legislative Council doth agree to the amendment made to the said Bill, without any amendment.

A Message was brought from the Legislative Assembly, by their Clerk, to return the Bill intituled, "An Act to amend Chapter Fifty-eight of the Consolidated Statutes of "Canada, as regards the investment of money by Insurance Companies."

Also, the Bill intituled, "An Act to authorize the Corporation of the City of Montreal "to acquire a site upon which to erect a Terminus for the Grand Trunk Railway of "Canada."

Also, the Bill intituled, "An Act to restrict Interments in a certain Burial Ground in "the City of Quebec."

And also, the Bill intituled, "An Act to amend the Act incorporating the Saint Law"rence Mining Company," and to acquaint this House that they have agreed to the amendment and amendments made by the Legislative Council to each of the said Bills, without any amendment.

A Message was brought from the Legislative Assembly, by their Clerk, with a Bill intituled, "An Act to confer certain powers upon the Local Municipality of Grantham, "Wendover and Simpson, in the County of Drummond, in respect of the Bridge at Drum"mondville, over the River St. Francis," to which they desire the concurrence of this House.

The said Bill was read for the first time.

On motion of the Honorable Mr. Ferrier, seconded by the Honorable Mr. Ferrie, it was Ordered, That the said Bill be read a second time, on Monday next.

A Message was brought from the Legislative Assembly, by their Clerk, with a Bill intituled, "An Act to incorporate the St. Bridget's Asylum Association of Quebec," to which they desire the concurrence of this House.

The said Bill was read for the first time.

On motion of the Honorable Sir E. P. Taché, seconded by the Honorable Mr. Matheson, it was

On motion of the Honorable Mr. Prince, seconded by the Honorable Mr. Perry, it was Ordered, That the Forty-sixth Rule of this House be dispensed with, in so far as it relates to this Bill, and that the same be read a second time presently.

Of Greville Tosach, of the Township of Ramsay, in the United Counties of Lanark and Renfrew; praying against the passing of an Act to reduce the liability of the Brockville and Ottawa Railway Company, in respect of a certain loan made by the said Counties to the aforesaid Railway Company.

Of Louis Labrèque and others, of the Townships of Lambton, Price, Aylmer and Gayhurst, in the County of Beauce: praying that no license may be granted for the cutting of timber within the limits of the said Township.

Of the Presbytery of London, in connection with the Presbyterian Church of Canada, praying against the passing of any measure that may tend to impair the efficiency of University College, as now established.

The Honorable Mr. Crawford, from the Select Committee to whom was referred the Bill intituled, "An Act further to amend the Act incorporating the Brockville and Ottawa "Railway Company," reported that they had gone through the said Bill, and had directed him to report the same to the House, without any amendment.

Ordered, That a Conference be desired with the Honorable the Legislative Council, on matters concerning the Privileges of Parliament, and to communicate to their Honors statements of facts on which the Bill intituled: "An Act to incorporate the Canada Cen"tral Railway Company, and for other purposes," sent to the Legislative Council, has been passed by this House.

Resolved, That a Message be sent to the Legislative Council, communicating to their Honors the preceding Resolution, and desiring the said Conference. Ordered, That Mr. Langevin, do carry the said Message to the Legislative Council. W. B. LINDSAY, Clerk Assembly.
