This experience, and this need, have led me to publish "The Publicans' Manual."

In a time like the present, when it is so essential for the Publican to exercise the greatest care, not only in the conduct of his house, but in a variety of other points connected with his business, far too numerous to mention, it behoves him to be armed against the dangers and the serious consequences arising from ignorance of the law or his duties, remembering the dictum that "ignorance is no excuse for crime."

This Manual contains particulars of most of the principal Acts of Parliament relating to such, giving distinct and clear outlines of the many offences it is possible for for the the publican as such to commit, together with general notes of my own relating to the majority of the important sections of the Acts.

I have also explained the mode (and drawn forms where necessary) of applications to the Licensing Justices for Transfers, New Licenses, Removals,

Occasional Licenses, Extensions, &c., &c.; setting out Tables of Excise Duties; dealing with On, Off, and Six-day, and Early Closing Licenses separately; Refreshment Houses, Grocers' Licenses, Qualification of Persons and Premises, Disqualifications, &c., &c., &c. ; and appending a full index to the whole work.

As far as possible, too, I have endeavoured to give the gist of all the leading and most recent cases, but in this, as in many other matters dealt with, I have stopped at the stage where nice technicalities and intricacies begin.

It must be clearly understood that only ordinary daily business duties and liabilities of a publican-as nearly as these are definable-are here given.

To deal with every Act of Parliament bearing upon this extensive subject would make this Manual too lengthy for my present purpose, and would tend to mystify rather than enlighten.

Moreover in view of the confused state of the

Licensing Laws, any attempt to treat of each and

every incongruity would burden a hand-book with

much that was useless.

In placing this Manual before the public I am unconscious of defects and omissions, some of

which are perhaps inseparable from its scope. Great care has, however, been taken in its preparation, and I hope, taken as a whole, it may find favour for its usefulness amongst the class for whose edification it is specially intended.
