SUBJ: U.S. STATUTES OF GENERAL INTEREST TO SECURITY This manual has been prepared to provide security officers in the Atomic Energy program with information concerning U.S. statutes of general in terest. While the manual is addressed to security officers, based on the experience of previous editions, it is felt that the manual will be of interest to many key personnel in the Atomic Energy program, whether or not they are directly employed in security functions. This revised manual contains the presently-pertinent contents of the August 1964 issue. The August 1964 manual, as contrasted with its immediate predecessor of January 1957, had as its principal change the updating of sections of the Atomic Energy Act. This included further statutory evolution in the field of international cooperation, and the elimination of U.S. Government title to special nuclear material within or under the jurisdiction of the United States which previously obtained under section 52 of the Atomic Energy Act of 1954. The revisions reflected in the present issue of the manual include principally amendments of the Atomic Energy Act and the Internal Security Act as a result of Federal court decisions. The complete listing of revisions is noted in the "Table of Revisions" which follows this page. The texts of the statutes reproduced in the manual are not intended to be an exhaustive compilation of Federal laws of interest to security officers in the Atomic Energy program, but are intended to reflect those statutes, of administrative as well as penal aspect, which have proved to be of recurrent concern and application. This compilation does not purport to include all judicial interpretations of the statutes included or to encompass interpretations which the AEC General Counsel may have placed on provisions of the Atomic Energy Act and implementing AEC regulations. The texts of laws contained in the manual are presented in the order indicated by the "Outline of Contents." Each text is followed, where pertinent, by cross-references to texts of other statutes, and by comments on the application of such laws to the Atomic Energy program.
