Two steamships bave been libeled at the port of New York for smuggling. It has been found impossible, with the number of special agents now allowed by law, to perform all the varied duties devolving upon this branch of the service, and it bas been necessary to use as auxiliaries a number of inspectors of customs in several districts in which investigations have been made. These officers, being subordinate to the collectors and surveyors of customs in the districts to which they belong, cannot be expected to act with the same independence and effectiveness as special agents appointed by and employed under the direction of the Secretary of the Treasury.
