bolts and other forest products which enter into pulp and paper. The first column in it shows the distances for which the rates are given. The second column in order shows distance tariff rates on logs, etc., intended for lumber for the distances given; this is the tariff or rates on logs for lumber upon which the petitioners base their complaint. The columns which follow show the rates on pulp wood or on logs and other forest products intended for the pulp and paper mills. These rates, in the tariffs, are given between specific stations only and not for given distances, as in the distance tariff. But in order to permit comparisons between these rates and the rates on logs for lumber they have been compiled in the present form. A few explanations of how these compilations were made may be given. For distances of forty-five miles and over forty miles, for instance, there were three rates, or rates from three stations into the mills. Each of these rates amounted to 3.25 cts. per cwt. There were also six rates of 3.5 cts. per cwt.; thirteen rates of 3 cts. per cwt.; five rates of 4 cts. per cwt.; two rates of 2.5 cts. per cwt.; two rates of 4.25 cts. per cwt. The last column shows the mathematical average of the rates on pulp wood which appear on the same line.

When the various rates on pulp wood in the preceding table are compared with the rates on logs for lumber, it will at once be noticed that the former are a great deal higher. For a distance of 45 miles, for instance, the rate on logs for lumber is 1.5 cts. per cwt., while the average of thirty-one rates on like commodities going into the paper mills is 3.33 cts. per cwt, or more than twice as high. By examining the rates in detail as given on the same line it will be found that for the same dis

tance there were great variations in the rates as between different stations. Thus for three stations the rate is 3.25 cts. per cwt.; for thirteen stations it is 3 cts.; for two stations 4.25 cts. per cwt., etc. These differences are largely due to the fact that the pulp wood rates are adjusted in groups. Each group covers a specific territory and the same rate applies from all stations within that territory regardless of the distance. For a distance of one hundred miles the rate on logs is 2.5 cts. when going to the saw mills, and the average 4.81 cts. per cwt., when going to the paper mills. Similar differences will be found for each one of the distances given and this shows conclusively that the rates on the same or similar commodities are a great deal higher when intended for paper than when intended for lumber.

On logs intended for lumber there are distance tariff rates as well as tariffs applying between specific points. These rates have been compiled on the same basis as those for pulp wood and the results are presented in the following table. In comparing these rates it is found that those given in the distance tariff are, on the whole, somewhat higher than those quoted in the other tariffs and which apply only between the points mentioned in these tariffs. While the differences between these rates are not great they are probably sufficient to deserve notice. In addition to the rates given in the table there are also in effect on the same road certain rates on logs for lumber in train load lots which are even lower than those in the tariffs quoted. The distance tariff rates in the table which follows are the same as those shown in the table given above. It is quoted in both cases in order to facilitate comparisons.

The preceding two tables thus include and compare the rates on the C. & N. W. Ry. which are at issue in this case. On this road, as already pointed out, there are in effect on logs entering into lumber, both distance tariffs and tariffs between given. points. The latter tariffs usually quote the lowest rates but these rates apply only between the stations named in said tariffs. The distance tariff, on the other hand, while the rates it quotes are slightly higher, has a wider application, and is effective between all stations on the line in the state where no lower rates are in force. All of these tariffs provide that the articles manufactured from the commodities shipped into the mills must be shipped out over the same road. On logs or pulp wood entering into pulp and paper there is no distance tariff. The tariff on which these commodities are mostly shipped is a commodity tariff, and it is in effect from all the points named in it to the points where the different pulp and paper mills are located. This tariff contains no provisions relating to the shipments of the products out from the paper mills.

The tariffs on the commodities in question on the remaining roads included in this case are made up in very much the same manner as those already described. In view of this fact it is not thought necessary to show the rates for each road in detail. All that would seem to be required in this respect is a summary table in which the rates for each road are summarized in such form that comparisons may be conveniently made. Such summaries are presented in the following table:
