The President appointed on this Committee Drs. WHITNEY, MAYBURRY, and COHEN.

Dr. JOHN CURWEN, of Harrisburg (Superintendent of the State Lunatic Hospital), desired to bring before the Society a matter of considerable importance. He had brought to the attention of the last meeting the subject of insanity, and he desired now to continue the subject. The difficulties which were arising, the bitter opposition which was being made to the medical profession, and especially to that branch relating to insanity, necessitated some decisive action for its protection. In Boston, the other day, the superintendents of insane asylums held a national convention, and adopted for recommendation to legislatures a law for the regulation of the confinement of insane persons, which he desired to lay before the Society. There had been an effort in this State last winter to enact a law providing that no person should be committed to any asylum unless by a jury of twelve men. This ignored the medical profession, and, if successful, must put the people to unnecessary expense and trouble. The medical profession could no more be ignored in a question of soundness of mind than in a case of disease of the body. He offered the following:

Resolved, That a committee of five, to which the President of this Society be added as chairman, be appointed to urge upon the Legislature the propriety of enacting a law which shall so determine the relations of the insane as to protect the medical profession in giving certificates of insanity, the insane from improper influences, and the community generally from injustice and oppression.

He read the law recommended by the Boston convention. There had been no statutory enactment in this State in reference to the insane. Such law as we had, had come from long-continued custom and the decisions of the courts. This proposed bill was a modification of the English law on the subject.

Dr. CURWEN's resolution was adopted.

The President appointed on the said Committee Drs. CURWEN, of Harrisburg, JAS. KING, of Pittsburg, J. S. CRAWFORD, of Lycoming, J. L. ATLEE, of Lancaster, and R. J. DUNGLISON, of Philadelphia. Dr. WASHINGTON L. ATLEE, of Philadelphia, offered the following:

Whereas, The only disqualifications of a member of the medical profession, under our Constitution, are irregular medical education, want of good moral and professional standing, and non-observance of the Code of Medical Ethics; and

Whereas, All laws regulating consultations, based on ethnological, physiological, and psychological distinctions, are against the spirit and letter of our Constitution; therefore,

Resolved, That any former action of this Society, making dis

tinctions and disqualifications not recognized by our Code of Ethics, be and the same is hereby repealed.

After a long discussion by Drs. ATLEE, MOWRY, BOKER, and NEBINGER, the latter moved to lay the whole matter on the table; but, after an earnest appeal from Drs. CORSON, WORTHINGTON, and KING, he withdrew the motion.

The debate was further continued by Drs. CORSON, HORTON, KING, NEBINGER, JOHN L. ATLEE, HALDEMAN, MAYBURRY, and ANAWALT. Dr. ANAWALT, of Westmoreland, offered the following amendment:

Resolved, That the National Code of Ethics is sufficient for the government of professional intercourse at present, and therefore more specific rules are unnecessary.

Which, after further remarks by Dr. WORTHINGTON, was negatived by a vote of 35 yeas, 37 nays.

Dr. MAYBURRY then called for the yeas and nays on the resolution of Dr. W. L. ATLEE, which resulted as follows:—

The Society was called to order by the President.

The Permanent Secretary read the minutes of the morning session, which were approved.

On motion of Vice-President Dr. HALDEMAN, of Cumberland, Dr. S. B. KIEFER, of Cumberland was invited to a seat with the Society. Reports from the County Societies were called for, with the following result:

Sanitary reports were received from Alleghany, Beaver, Berks, Bradford, Bucks, Columbia and Montour, Cumberland, Dauphin, Erie, Indiana, Lehigh, Luzerne, Montgomery, Northampton, Perry,

and Schuylkill, which were severally referred, without reading, to the Committee of Publication.

Butler and Westmoreland were granted permission to conclude their reports and forward them to the Committee of Publication. Philadelphia presented an obituary memoir and a list of officers and members, which were similarly referred.

Blair, Crawford, Delaware, Lancaster, Susquehanna, Venango, and Washington reported only their officers and members.

Dr. MAYBURRY, of Philadelphia, read a letter from JEAN BAPTISTE ULLERSPERGER, of Munich, Bavaria, in reply to the letter of the Pennsylvania State Medical Society transmitting to him the prize (twenty-five dollars) for his essay, read before the meeting at Pittsburg, on "Ancient Transfusion and Infusion compared with Modern Transfusion, Infusion, and Hypodermic or Subcutaneous Injections." He eloquently thanked the Society for creating him a Doctor Laureate, and transmitted to the Society a number of his literary productions, written in Spanish, French, and German, some of which had been crowned by the Royal Academy of Medicine of Madrid, the Royal Medico-Chirurgical Society of Barcelona, the Imperial Academy of Medicine of Paris, &c. He also stated that he was authorized by the Royal Academy of Sciences in Munich to offer its Transactions in exchange for those of the Medical Society of the State of Pennsylvania, and that the Royal Bavarian Library was desirous of procuring a complete set in exchange for an equivalent of its own publications.

On motion of Dr. J. L. ATLEE, the Treasurer was authorized to continue the exchange with Dr. ULLERSPERGER.

Dr. KING, of Alleghany, from the Standing Committee, reported as follows:

HARRISBURG, June 11, 1868.

The Standing Committee of the State Medical Society on Original Papers and Prize Essays beg leave to report that they have carefully examined the papers referred to them at the last meeting of the Society, and the papers received since the adjournment of that meeting, and they recommend the following for publication, viz:— 1. A paper on the "Diagnosis, Positive and Differential, of Spinal Arthrochondritis," by BENJAMIN LEE, M. D., of Philadelphia.

2. A paper on "Food for Infants," by HIRAM CORSON, M. D., of Montgomery County, Pa.

The Committee regret to report that the handsome prize offered by Dr. GROSS, of the Alleghany County Medical Society, has elicited no papers. There has been no contest for the prize, neither have any papers been offered to be read before the Society for the purpose of inviting discussion. Respectfully submitted,

The report was adopted, and the papers were referred to the Committee of Publication.

Dr. C. S. BOKER, of Philadelphia, from the Committee appointed to examine the minutes of the last meeting and report any unfinished business claiming the attention of the Society, reported that there was no unfinished business. The report was accepted and the Committee discharged.

Dr. JOHN CURWEN, from the Committee on a Memorial, reported as follows:

The Committee to whom was assigned the duty, of preparing a memorial to the Legislature of Pennsylvania, setting forth the number and condition of the insane in this Commonwealth, and the necessity of more extended provision for their care and treatment, respectfully report that they attended to that duty, prepared the memorial (a copy of which forms part of this report, and will be here inserted), and have now the satisfaction of stating that a bill was passed by the last Legislature to establish a hospital for the insane of the district composed of the counties of Carbon, Monroe, Pike, Wayne, Susquehanna, Wyoming, Luzerne, Columbia, Montour, Sullivan, Bradford, Lycoming, Tioga, Clinton, Centre, Clearfield, Elk, Cameron, McKean, and Potter, in answer to the request contained in said memorial.

Dr. JOHN CURWEN, of Dauphin, representative of the State Society at the last meeting of the Massachusetts Medical Society, submitted the following, which was, on motion, accepted :—

To the Medical Society of the State of Pennsylvania:

HARRISBURG, June 9, 1868.

The undersigned, one of the delegates appointed by the Medical Society of Pennsylvania to the Massachusetts Medical Society, respectfully reports that he presented his credentials and was very cordially received by the Massachusetts Medical Society, at its session held in Boston on June 2d and 3d, 1868.

The papers read were of much value, and great interest was manifested in them by the members of the Society.

The proceedings were closed by their annual dinner, at which six hundred members and invited guests were present.

The members were quite earnest and active in all that pertained to the welfare of the Society and the advancement of medical knowledge. JOHN CURWEN.

Dr. Wм. B. ATKINSON, of Philadelphia, Chairman of the Committee of Publication, submitted the following report, which was accepted and the resolution unanimously adopted :

To the Medical Society of the State of Pennsylvania:

Your Committee of Publication would respectfully report that they had printed of the Transactions for 1867 one thousand copies, and the same number of copies of the Constitution and Code of Ethics, at an expense of $1046 30. Of these they distributed

In consideration of which facts, they would respectfully offer the

Resolved, That the Treasurer be authorized to furnish copies of the Transactions for any of the past ten years on the receipt of the cost of publication, as enumerated above.

They would again direct the attention of county societies to Section 8, Article VI., of the Constitution, which enjoins on all county societies the duty of reporting a correct list of their officers and members at each annual meeting of the State Society, with the address of their treasurer, the want of which is productive of much trouble to your Committee in distributing the Transactions. Very respectfully submitted,

The Secretary announced that the Committee of Publication desired all the volumes they could secure of the proceedings of the earlier years. The State Society, he said, does not possess a complete list of volumes of its Transactions, which should not be the case, and it would be very gratifying to have copies of the missing numbers at an early day.

A call having been made for reports of delegates to other associations, Dr. FISH, of Philadelphia, reported verbally as to the proceedings of the American Medical Association at its late session.

Dr. MAYBURRY announced the rejection by that body of the
